Chairman's Report

Parish Assembly April 6th 2011

Precept
In April 2010 we were able to lower the Precept following the 2009 increase to fund work on the Burial site. Despite all the government cutbacks and pressure on public services I am pleased that we have been able to hold the 2011 Precept at the same level as the previous year.

Quality Status Council
The Parish council continues to hold its 'Quality Status'. We have to demonstrate that we are representative, in touch with our community, competent and capable of taking on an enhanced role. This enables projects and initiatives which reflects the need and preferences of the villagers to be more easily realised. It also allows the Council to represent you with greater authority.

Roads and Drainage
Continual negotiations with the County Council regarding the clearance of flood drains took place throughout the year as well as minor repairs to weather damaged roads. A number of important problems have been addressed and fixed. We are pleased that good relationships have been established with our contact at County and we now get timely responses to issues we raise, many thanks to Cllr Nick Gale for his work on our behalf in this area.

Burial Land
The PC is responsible for providing land for burials. Work on the extension to the existing Burial Ground within the Church environs was completed during the year after substantial funding from the Parish Council.

Village Image.
Since the villagers participation in the 'Big C- Consultation' the recession has hit the country and our plans have been severely curtailed. This project, or similar work, remains under review and we would hope to revisit this subject when the financial position improves. We continue to be in touch with the County Council on this and similar matters as traffic issues regarding the Fosse Way are on-going.

Public Participation
We welcome members of the public at our monthly meetings, though we have seen fewer of you recently. It is important that we are kept aware of issues that affect Halford and I would encourage you to participate when you can.

Working with others
The Parish Council has enjoyed working with other organisations from the village. We are supporting the Village Street Party later this month at the time of the Royal Wedding. We will be happy to again support the 'Village Tidy Up' in June if this is repeated.
