CHAIRMAN'S NOTES FOR PARISH MEETING
13TH MAY 2015


THIS IS THE END OF MY FIRST YEAR AS CHAIRMAN

PRECEPT

HAPPILY WE HAVE MANAGED TO KEEP THE PRECEPT AT THE SAME LEVEL FOR ANOTHER YEAR WITHOUT COMPROMISING THE SERVICES AVAILABLE.


QUALITY STATUS OF THE PARISH COUNCIL

AGAIN WE HAVE RETAINED THE STATUS OF A QUALITY COUNCIL.


THIS SHOWS THAT WE ARE IN TOUCH WITH OUR COMMUNITY AND ARE CAPABLE OF MAINTAINING AN ADVANCED ROLE IN SUCH MATTERS THAT INTEREST EVERYONE. IT MEANS THAT WHEN REPRESENTING, YOU THE COMMUNITY, OUR OPINION CARRIES MORE WEIGHT
AT DISTRICT AND COUNTY COUNCIL LEVELS.

ROADS AND DRAINAGE

WE MAINTAIN A REGULAR DIALOGUE WITH REPRESENTATIVES OF DISTRICT AND COUNTY COUNCILS AND RELATIONSHIPS WITH THEM ARE GOOD.

WE TRY TO KEEP ON TOP OF DRAINAGE AND ROAD SURFACE ISSUES WHEN THESE ARE POINTED OUT TO US BY MEMBERS OF THE COMMUNITY.

EFFORTS ARE BEING MADE TO TRY AND ESTABLISH A SAFE CROSSING AREA FOR WHEELCHAIRS AND PEDESTRIANS
CROSSING THE BUSY FOSSE WAY.
COSTS ARE NOT INSIGNIFICANT AND WAYS OF MEETING THESE COSTS ARE STILL BEING EXAMINED.

ROAD NOISE IS A PROBLEM FOR PROPERTIES ON BOTH SIDES OF THE FOSSE WAY AND DISCUSSIONS HAVE BEEN TAKING PLACE AS TO HOW THIS COULD BE LESSENED.
THE COUNCIL HAVE ACKNOWLEDGED THAT THE SURFACE OF THE ROAD IS OLD AND WORN WHICH IN ITSELF IS ONE OF THE CAUSES OFTHE PROBLEM.
LIAISON WILL CONTINUE TO TAKE PLACE AS TO HOW THIS CAN BE SOLVED.
THERE ARE VARIOUS DIFFERENT SURFACES THAT COULD BE USED WHICH COULD BE HELPFUL IF THEY WERE USED.
AGAIN THERE ARE COST IMPLICATIONS BUT AT LEASTWE HAVE THECOUNCILS CONFIRMATION THAT SOMETHING WILL HAPPEN IN DUE COURSE.
WE JUST HAVE TO KEEP THE PRESSURE ON.

SPEED ON THE FOSSE

YOUR COUNCILLORS HAVE TAKEN IT UPON THEMSELVES TO ATTEND A SPEED WATCH COURSE AT SHIPSTON POLICE STATION WHICH SHOULD MEAN THAT TIME PERMITTING FOR THE INDIVIDUALS WE WILL BE ABLE TO MONITOR SPEED THROUGH THE VILLAGE ON AN OFFICIAL BASIS USING EQUIPMENT PROVIDED BY THE CONSTABULARY.
THIS WILL RESULT IN TRANSGRESSORS RECEIVING A FORMAL WARNING.

LAYOUT OF SPEED SIGNS ARE NOT OPEN TO CHANGE BECAUSE OF COST IMPLICATIONS.

PLANNING


WE HAVE HAD TWO MAJOR PLANNING ISSUES THIS YEAR THE FIRST BEING IN CONNECTION WITH THE DEVELOPMENT OF THE LAND A THE CENTRE OF THE QUEENS STREET LOOP. SADLY THE DISTRICT COUNCIL ECISION TO DENY THE APPLICATION WAS OVERTURNED ON APPEAL.

WE NOW HAVE THE PROSPECT OF AN APPLICATION BEING LODGED IN CONNECTION WITH THE LAND OFF THE IDLICOTE ROAD.

A SAMM COMMITTE HAS BEEN FORMEDTO COORDINATE THE VILLAGES OPPOSITION TO THE DEVELOPMENT AND WE MUST NOW AWAIT A FORMAL PLANNING APPLICATION BEFORE ANYTHING ELSE CAN BE DONE.


VILLAGE ARCHIVE

MAGGIE BANNISTER HAS BEEN WORKING ON THIS OVER THE PAST 12 MONTHS.THERE IS NOW A LINK ON THE PARISH WEBSITE WHERE SOME OF THE RECORDS ARE AVAILABLE TO VIEW

SO FAR THE CENSUS FOR 1841 IS THERE AS WELL AS HEARTHTAX RECORDS FROM THE WARWICKSHIRE COUNTY ARCHIVES.

THE CENSUSES FOR 1851 AND 1861 ARE BEING INDEXED AT THE MOMENT AND COPIES CAN BE MADE AVAILABLE FROM THE PARISH COUNCIL.



THE 1956 HALFORD SCRAPBOOK HAS BEEN DOWNLOADED ON TO THE PARISH COUNCIL WEB SITE UNDER THE CENSUS ARCHIVES TAB.

IT IS HOPED THAT A HIGH QUALITY FACSIMILE COPY OF THE 1956 HISTORY OF HALFORD COMPILED BY THE WI CAN ALSO BE MADE WITHOUT DAMAGING THE ORIGINAL WHICH IS BEGINNING TO DEGRADE AND CANNOT BE HANDLED WITH ANY SAFETY.

PUBLIC PARTICIPATION.
THE ATTENDANCE OF THE PUBLIC FOR AN OPPORTUNITY TO USE THE 15 MINUTES AVAILABLE TO RAISE MATTERS OF CONCERN CONTINUES TO BE A SUCCESS WITH VARIOUS ITEM BEING BROUGHT UP DURING THE YEAR AND DEALT WITH BY THE COUNCIL.
PLEASE CONTINUE TO COME ALONG AND MAKE YOU PRESENCE FELT.

WORKING WITH THE COMMUNITY.
THE COUNCIL MEMBERS HAVE ENJOYED WORKING WITH THE COMMUNITY TO MAKE LIVING IN THIS VILLAGE A PLEASURABLE EXPERIENCE. LONG MAY IT CONTINUE.



THE VILLAGE SUMMER PARTY IS NOT SCHEDULED TO TAKE PLACE IN JUNE THIS YEAR BUT WE SHOULD BE ABLE TO DO SOMETHING LATER IN THE AUTUMN BEFORE THE NIGHTS CLOSE IN.

SUGGESTIONS OF FORMAT, TIMING, AND AVAILABILTY OF PEOPLE TO HELP WOULD BE MOST APPRECIATED.

THESE THINGS DO NOT JUST HAPPEN THEY TAKE TIME AND EFFORT.
IT IS OUR VILLAGE AND WE SHOULD ALL TRY AND DO SOMETHING TO MAKE IT A GOOD PLACETO LIVE.

WHO HAS WORKED TIRELESSLY IN SUPPORTING YOUR COUNCIL OVER THE YEARS.
SHE HAS NOW MOVED ON TO UNDERTAKE OTHER ROLES IN THE COUNCIL BUT WE ARE PLEASED THAT HER HUSBAND PHILIP HAS TAKEN OVER THE REINS AND WILL BE OUR SOURCE OF SUPPORT IN THE FUTURE.

THE HALFORD INN DESERVES THANKS FOR PUTTING UP WITH US AT OUR REGULAR MEETINGS IN THE BACK ROOM.

IT IS ESSENTIAL THAT THIS VENUE CONTINUES IN THE FUTURE AS WITHOUT IT THE VILLAGE WOULD BE A POORER PLACE.
IT IS YOUR SUPPORT AS WELL AS PASSING TRADE THAT KEEPS IT GOING.

OUR PARISH CLERK KAREN PARNELL FOR THE WORK SHE UNDERTAKES ON BEHALF OF THE PARISH COUNCIL AND THE COMMUNITY.
HER KNOWLEDGE OF LOCAL GOVERNMENT LAW STOPS US MAKING MISTAKES AND ENSURES THAT THE MEETINGS ARE WELL ORGANISED AND DOCUMENTED.
