Council Minutes - April 2009

1. Apologies

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from 5th June 2007 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.

3. Approval of minutes of meeting held on the 4th of March 2009
Minutes having been circulated were confirmed as an accurate record of the meeting in March 2009 and were duly signed by the Chairman.

4. Democratic 15 minutes
A member of public enquired into the provision of the new dog poo bin. He was advised the Cllr Homer was in possession of the new bin and it will be erected soon by the field entrance, and when this has been done he will ensure it is put on the collection round. The member of public also expressed upset at having been sent a letter from SDC inferring he was not clearing up after his dog. This had been an ongoing issue since 2007 and he advised the council that he has always collected after his dog and disposed of waste responsibly.

A member of public said that after approaching SDC he still hadn?t got a green bin as requested. Cllr Gale will chase this up with Rob Weeks at the council.

Two members of the public generously offered to prune the roses in the rose garden while the council works out a long term solution. The council gratefully accepted their offer. Collection of the debris will need to be arranged.

5. Matters arising
A) Website development ? The website is being built and Karen is inputting information into the site. More photos are needed and Karen will chase up the specification required for JPEG images. Cllr Price will supply photos and an article on the Bridge inn. The website should go live on the 15th of April, prior to the assembly.

B) Village image
Carolyn Burrows WCC has requested extra copies of this document. A date for a meeting still needs firming up to include Cllr Seccombe.

C) Bus shelter ? With Insurance Company implications
Cllr Brown was asked to find someone to replace the roof, keeping the tiling in keeping with the environment, he has shortlisted three builders and is awaiting responses. He will also approach a local builder to quote on these works (up to 500).

D) Rose Garden:
We are still awaiting quotes. Cllr Gale will approach his contact and Cllr Liddell will approach J & S Landscapes.

E) New dog poo bin:
Cllr Homer has the bin and will erect it in the near future; this was invoiced at 112.20 by Glasdon UK.

F) Drainage in Halford:
Cllr Gale has chased Jeff Morris WCC regarding the jetting. Drains in Queen?s street appear to have been done whilst the main road has not.

Related - The WI have said they will do a litter pick in the village and Cllr Homer will liaise with them not least to confirm a date. The council agreed to give the WI a donation of 100 to buy tools for this. Proposed by Cllr Liddell, Seconded by Cllr gale and agreed by full council. It was suggested this be a village event and it was considered incorporating the rose garden and village image plans for public information.

G) Village verges:
Cllr Gale reported the verges in Queen's Street are improved, but it is still necessary to stop contractors parking on the turf. He has produced a leaflet on this issue which the council agreed to be circulated within the village.

6. Finance

The year end accounts have now been completed.

The quotes for works on the church and burial grounds are expected imminently and the council has a responsibility towards the burial grounds.
Slow progress is due to the architect, but a meeting will follow in due course.
