HALFORD PARISH COUNCIL
Minutes

Meeting held on 1st July 2009 at the Halford Bridge Inn at 7.30 p.m.
Meeting closed 8.30 p.m.

Resignation of Cllr Ali Brown - Casual vacancy for a parish councillor.
Due to the resignation of Ali Brown a casual vacancy now exists on the parish council. Karen has informed SDC and the relevant notice under LGA 72 is currently displayed. If no election is called the council can co-opt on the 12th of August 2009.

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from 5th June 2007 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.

3. Approval of minutes of meeting held on the 3rd of June 2009
Minutes having been circulated were confirmed as an accurate record of the meeting held in June 2009 and were duly signed by the Chairman.

4. Democratic 15 minutes
Bell hill footpath in now totally overgrown. It was pointed out this is seldom used for access but Karen will find out what progress Cllr Seccombe has made with regard to gating this area. The footpath to the Armscote turn is in need of repair. Grass cutting is being done to differing standards and the frequency of cuts has been reduced.
The results on the vote for the Millennium garden were announced and option 3 - contoured landscaping will be progressed in the next four weeks. This will involve hedge cutting and retention of benches, the footpath will be left overgrown and the roses will be relocated to the church yard.
A member of the public was thanked for repairing the bus shelter bench. Another member of the public thanked the council for obtaining his green bin.
Bus shelter repair costs and tile materials are still being researched.

5. Matters arising
A) Drainage Issues - Progress Report
All mains drains have now been jetted except one outside the Bridge Inn. Jeff Morris has given assurances this will be done shortly.



B) Village Image - Progress Report
Cllr Liddell was reluctant for this to be showcased to villagers at the July fete in the village hall and this will now organise a separate presentation involving Colin Davies, Cllr Seccombe and representatives from WCC when no other function is taking place in around four weeks time. Flyers will be produced and ideas requested from the public. The project will evolve around the advice of WCC, Councillors and safety experts.
* Karen will ask Cllr Seccombe when we can expect to receive the grant.

C) Bus shelter - With Insurance Company implications
Cllr Brown was dealing with this and has now resigned. Cllr Liddell will liaise with him to ensure proposed materials are in keeping and progress this on behalf of the council.

D) Rose Garden: Progress report
Quotes had been obtained.
Having offered four options to the villagers on 28/06/09 the result of the vote was:
1. Simply Turf the area - 15
2. Botanical Designs - Shrub planting - 9
3. Atlas Landscaping - Sweeping Turf with low level planting - 23
4. Atlas Landscaping - Totem Poles - 0
Option 3 will now be progressed. This will also involve minimal maintenance.

E) Burial ground at St Mary's Church Maintenance
Papers are currently with the church diocese and should come back with consent to go ahead.
* Karen has investigated the terms for accessing and transferring money from the HSBC deposit account.

F) Quality Parish Status
We have received a certificate which will reside at the Bridge Inn.

6. Planning:

Proposed :New road for agricultural use.
At :Stepmoles Farm, Idlicote Road, Halford, Shipston-on-Stour
For :Mr Peter Whale
The council support this application.

7. Finance

* A letter from Peter Birch - Village Hall Committee was received after agenda preparation. The council could not help with their request for funds of around 1785 to reinstate the bell. However, Cllr gale volunteered to represent the council on the Village Hall Committee.
