Minutes

Meeting held on 7th October 2009 at the Halford Bridge Inn at 7.30 p.m.
Meeting closed 8.35 p.m.

1. Apologies
Cllr Izzi Seccombe and Cllr Su Price

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from 5th June 2007 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.

3. Approval of minutes of meeting held on the 2nd September 2009
Minutes having been circulated were confirmed as an accurate record of the meeting held in September 2009 and were duly signed by the Chairman.

4. Democratic 15 minutes
The public were glad the bus shelter has been repaired.
Weeding of the rose garden is overdue but Garden Aide will attend to this next week. The possibility of pruning trees in this area was discussed. It was noted the provision of a membrane was not in the contract with Atlas Landscaping.
The possibility of spraying the rose garden with weed killer was discussed.
The chairman reported the garden bench was removed as it was beyond repair and a safety hazard. A replacement bench will be considered at the next meeting. The position regarding phone box adoption and village image were outlined upon request. Drainage in Idlecote road is presenting a problem.

5. Matters arising

A) Drainage Issues at Bridge Inn - Progress Report
Jetting at Manor house, Queen street, the Bridge Inn and Idlecote road will all be progress chased with WCC.

B) Village Image - Progress Report - Further to 09/09/09 Meeting - Big "C" next meeting
Colin Davies will report back with dates for a future meeting and the position regarding WCCs involvement will be sought. The need for momentum with this project was noted.
Cllr Liddell is in receipt of a quote from Average speed detection systems to monitor and record traffic speeds at a cost of 25,000. Traffic calming was discussed.

C) Bus shelter - Repair works
These works have now been completed.


D) Rose Garden: Progress report
Atlas Landscaping - Finishing of works / Missing chair / Weeds and ongoing maintenance
The standard of the works undertaken was deemed to be not to a high standard and the contract will be looked into. It was noted that ivy had been planted instead of bushes. Cllr Gale agreed to spray the weeds with a safe and inert killer. This was agreed by the council, as was the reimbursement of the costs involved.
Cllr Liddell will approach Cotswold Teak with a view to the provision of a replacement chair and report back to the next meeting.

E) Burial ground at St Mary's Church Maintenance
Cllr Gale is in receipt of a letter from the diocese museum department stating they will require costs of 250 to dig a trench to seek human remains when it is known none are present.
Maintenance works are still due to commence in November.

F) Update of Emergency Plan
Cllr Gale has made some alterations and this is currently pending Cllr Prices input before the clerk can action changes.

G) BT Proposed Pay Phone Removals - Update
Karen is liaising with BT and Eon to transfer the box into the parish council?s ownership. Delays have been experienced due to SDCs consultation on phone boxes.

H) Garden Aide maintenance work
Since being previously asked to do so, Garden Aide are now detailing works undertaken on invoices to the council.

I) Provision of a defibrillator in the village
Karen has approached Heartstart UK for clarification and criteria on this and received no response. As there is an informed NHS contact within the village their help will be sought on this matter.

J) Street/verge parking
Continues to remain an issue, including parking on pavements. The situation will be monitored.

K) Bell lane tree cuttings/ related bridge repair
Jeff Morris WCC will investigate this as it is WCCs responsibility. The cracked bridge will be part of an ongoing repair programme.

L) Web site maintenance
The 'Events' section of the site has been problematic insofar as it was not visible to the public. This has now been rectified.

M) Bins
SDC have written to a resident asking for co-operation or providing help with regard to bringing their bins in. So far no solution has been agreed and this council will monitor this situation alongside SDC.
