Council Minutes - November 2009

1. Apologies
Disappointment was expressed that Cllr Izzi Seccombe had not conveyed apologies. Cllr Liddell had advised the clerk and acting chair that he would be late in advance of the meeting.

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from 5th June 2007 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.

3. Approval of minutes of meeting held on the 7th October 2009
Minutes having been circulated were confirmed as an accurate record of the meeting held in October 2009 and were duly signed by the Chairman.

4. Democratic 15 minutes
Mr Hughes, a resident in Halford outlined his planning application for a bungalow on The Rise, Halford in advance of this being formally submitted.
The property comes with an acre of land. The curtlidge can be built on but the agricultural land must remain as such. Sympathetic colours would be used on the buildings exterior walls. The development would only be half a metre longer than the current property on the site. A zinc roof would be used.
No new access to the property would be created. Mr Hughes produced a 3D model to highlight what the completed building would look like. Cedar cladding would be used, and Mr Hughes showed samples of this. He also proposed to re-plant the surrounds to the property with beech trees and hedgerow as well as an orchard. Rain water harvesting and ground source heating will be used, to make the property more ecologically friendly. It would take a year to complete the development.

5. Matters arising
A) Drainage/Maintenance Issues - Progress Report
Jetting at Manor house, Queen street, the Bridge Inn and Idlecote road will all be progressed by WCC in due course, confirmed Jeff Morris WCC.
The damaged bridge has now been repaired. WCC will strim the branches at the end of November and clear the area in early 2010.
The council agreed to the re-corking of the noticeboard.

B) Village Image - Progress Report - Further to 09/09/09 Meeting - Big "C" next meeting - Ordnance survey map
No funds from the WCC scoping grant can be used to pay Colin Davies. It was decided the project should be pursued and monies allocated to this within the precept. An ordnance survey map will be purchased in due course.
This project has now been taken on by Graham Stanley, a WCC engineer.

C) Millennium Garden - future maintenance.
All weeds have been removed. Six volunteers for maintenance of this area will be sought through Village Voices and Cllr Gale will be the contact point.
Garden Aide are now cutting the lawns in this area.

D) Burial ground at St Mary's Church Maintenance
Work will start on the north wall in mid-November. At the end of November the county architects will investigate the site at a cost of 250. Cllr Gale will inform the adjacent residents of these works.

E) Update of Emergency Plan
Cllr Gale has made some alterations and this is still pending Cllr Price's input before the clerk can action changes after the next PC meeting.

F) Adoption of phone box - Update
The consultation ends on 07/11/09 after which time the phone box ownership will be transferred to the parish council as will its electricity supply. Once adopted this will be added to the fixed assets and the insurance policy.

G) Provision of a defibrillator in the village
Karen has approached Heartstart UK for clarification and criteria on this and received no response. Apparently Newbold and Alderminster are looking at providing this service and further contact details will be sought.

H) Provision of bench in the rose garden
Cllr Liddell has approached Cotswold Teak about providing a bench and a response is awaited.

I) Builders debris, Idlicote Road.
Since Cllr Gale wrote to a resident about this the debris has now been removed.

J) Bus stop in Halford
The parish council agreed to support WCC and Stagecoach in providing a more suitable and safer location for a bus stop in the vicinity of the Bridge Inn on the main road.

6. Finance
Budget - Precept 2010/11
The budget was expounded upon by the Clerk and the precept for 2010 - 2011 was agreed unanimously by the Council to be set at 7200. A lack of available grants from other councils was a consideration when deciding on the precept as was village maintenance and the village image project.
