1. Apologies

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from 5th June 2007 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.

3. Approval of minutes of meeting held on the 3rd February 2010
Minutes having been circulated were confirmed as an accurate record of the meeting held in February 2010 and were duly signed as such.

4. Democratic 15 minutes
The relocation of the bus stop to the main road was discussed; progress is being made by WCC and Stagecoach. The need for the provision of a defibrillator was discussed and deemed necessary by the small proportion of the electorate in attendance. An event or donation will be decided by the council later in the agenda. It was noted Ettington has two defibrillators and Gill Castle has personally paid out 1,600 to enable her role as first responder in this area. Historically nobody came forward to train in this area. Cllr Price has the centenary plaque and the PC will look at how best to remount this.
Wooden plant holders need attention and the criterion for the Village of the year competition was explained.

County and District Councillors report
The Councillor was not present.

5. Matters arising
A) Drainage Issues - Progress Report
Jeff Morris WCC is still prioritising extensive pothole damage but works will be chased regarding Queen street, Bell hill and Idlecote road.

B) Village Image - Progress Report - Further to 09/09/09 Meeting - Big "C" next meeting
Graham Stanley has e mailed saying he has considered the comments made and will be putting in a bid for 25,000 to the transport seminar, with a view to providing signage (historic at approaches), possible changes to speed limits and tidying up the village aesthetically.

C) Millennium Garden - Maintenance thereof
Cllr Gale has advertised for volunteers in Village Voices. Three are needed and none have come forward so Garden Aide will be paid by the PC for the maintenance.

D) Burial ground at St Mary's Church Maintenance
Review of works and ongoing commitment
We are waiting for Ian Barnard to finish works as the weather has delayed this. Another meeting with the architect is needed.

E) Street lighting in Halford
The survey done by the young people of the area asking for alleys to be better lit was forwarded to Jeff Morris WCC for possible actions at the recent Stour community forum.

F) Liaison concerning oil supply
A co-ordinator in Brailes seeks oil prices and orders oil. A volunteer may wish to take on a similar project in Halford but this is not a parish council matter.

G) Provision of a defibrillator in the village/Village event
A fundraising event will now take place and the council agreed to underwrite monies up to 500 Proposed by Cllr Black Seconded by Cllr Liddell. Gill Castle will be asked to answer councillors questions as regards this donation for reasons of financial security.

H) Provision of bench in the rose garden
Cllr Liddell is continuing to look into this issue.

I) Notice Board in Queen Street - Refacing thereof
This item deferred until May when the weather improves.

J) Village maintenance - Repairs of damages made by bus
WCC have made good the damage caused by the bus. Parking on verges remains an issue and offenders will be leafleted. The involvement of the police was considered.

6. Planning

Henceforth all planning comments will be submitted to Karen by email for condensing. The plans will be posted on to Cllr Price at the Halford Bridge.

7. Finance
To adopt the 2010 Model Standing Orders for Parish Councils
The model standing orders had been circulated to all Councillors prior to the meeting. The adoption of this updated version of our constitution was proposed by Cllr Liddell, seconded by Cllr Gale and agreed by all present.
