1. Apologies

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from 5th June 2007 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.

3. Approval of minutes of meeting held on the 11th October 2010
Minutes having been circulated were confirmed as an accurate record of the meeting held in October 2010 and were duly signed by the Chairman.

No members of the public were present.

5. Matters arising
A) Telephone Box works and progress regarding its gallery/photographic usage:

Cllr Black has enabled a locking mechanism for the box. Painting will be required, which Cllr Rickards will undertake, prior to a combination lock being fitted.
Cllr Price has spoken to the Head of Newbold School with a view to involving pupils in the project and he is keen to work with the PC. A meeting between Cllrs and the Head will take place in Halford in the near future to progress this.

B) Traffic calming issues:

Cllr Black has undertaken initial research and will continue to pursue this matter with Cllr Seccombe and WCC. Progress will be reported at the next PC meeting.

C) Drainage issues within Halford:

The road surface between the Idlicote Road running down towards the Halford Bridge Garage and the Halford Bridge Inn is starting to show some quite significant cracks. If left unattended, and we then have snow and a series of heavy frosts during the winter, then these cracks could cause the road surface to break up and require significant repair works, so Jeff Morris WCC will be notified in the hope remedial works can take place.

A new manhole cover in Idlecote Road will be in place in the near future.

A burst water pipe in the village is currently being worked on.

Yellow paint outside the Manor House is in place to identify planned works and the area will be slurry sealed in Spring 2011.

It was noted WCC quickly responded when informed the lights were not working outside the garage and the problem solved within a day.

6. Planning

7. Finance
Budget - Precept 2011/12
The budget was expounded upon by the Clerk and the precept for 2011 - 2012 was agreed unanimously by the Council to be set at 7200 (No increase). A lack of available grants from other councils was a consideration as well as the recession when deciding on the precept as was village maintenance and the village image project.
