Council Minutes - July 2011

1. Apologies

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from 5th June 2007 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.

3. Approval of minutes of meeting held on the 1st June 2011
Minutes having been circulated were confirmed as an accurate record of the meeting held in June 2011 and were duly signed as such.

4. Democratic 15 minutes
No public were present.
The Chairman read out a letter sent to the PC by a resident requesting a bollard by placed at the top of Idlecote Road by WCC to increase pedestrian safety from vehicles mounting the corner. The matter will be referred to WCC Cllr Izzi Seccombe.

5. Matters arising
A) Bus service
Negotiations with WCC have taken place and the service has been reinstated. A lack of response from councillors and officers at WCC was noted, however input from the MP and Cllr Seccombe was positive. The new service has been publicised in the village.

B) Fencing within Halford
The fencing adjacent to the Fosse Way is likely to be removed as it is not serving a useful purpose.

C) Archive information searches regarding the website
Cllr Liddell to report progress at the September PC meeting.

D) Consideration of signage for C road on Bell Hill
Cllr Seccombe to report progress at the September PC meeting.

E) Drainage, highway Issues and village maintenance - Progress Report
Pavements will be sealed and drains continue to be maintained.
It was noted the Banbury Road has recently been slurry sealed.

F) To consider possible transfer of land from SDC
The PC has no interest in adopting this land.

G) WRCC Identification of possible social housing location
WRCC have not returned telephone calls made by Cllr Black. Although a need for social housing was identified in the Housing Needs Survey, the PC felt it was up to other agencies to decide on the location as there appears to be no obvious preferred siting.

H) Potholes
Potholes in The Leys, Idlecote Road and The Close will be progress chased for repair by Cllr Gale liaising with WCC.
