Minutes

Meeting held on 7th September 2011 at the Halford Bridge Inn at 7.30 p.m.
Meeting closed 8.20 p.m.

1. Apologies

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from 5th June 2007 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.
Cllr Colin Black declared a personal interest due to a planning application relating to his property.

3. Approval of minutes of meeting held on the 6th of July 2011
Minutes having been circulated were confirmed as an accurate record of the meeting held in July 2011 and were duly signed by the Chairman.

It was noted as good the new bus service is now up and running.

4. Democratic 15 minutes
No public were present.

5. Matters arising
A) Archive information searches regarding the website
Cllr Liddell to report to the October PC meeting

B) Consideration of signage for C road on Bell Hill
Cllr Seccombe to report to the October PC meeting

C) Drainage, highway Issues and village maintenance - Progress Report
Drainage on Armscote Road is now resolved. A sign was knocked down but this is logged for action.
The hole in Idlecote Road is the responsibility of Severn Trent, who are liaising with WCC to address the problem.
Pot holes have been repaired and the main road has been slurry sealed.
The salt bin will shortly be installed and filled.

D) Potential play area works
Cllr Liddell to advise of actions and quotations if necessary.
Beer cans being left in the area by youths will be monitored by the PC.

E) Speeding concerns regarding the Fosse Way
Cllr Redhead raised concerns further to a recent near miss where a car overtook a lorry after the roundabout at the Ettington end of the Fosse prior to entering the village; in such circumstances it is impossible for a car to slow to 30mph by the limit sign. This is a recurring situation and on this occasion due to the speed the car failed to see a pedestrian crossing the road and the pedestrian had to take emergency evasive action.
Councillors will attend the Community Forum in Shipston on 27/09/11 to request a greater police presence in Halford regarding speeding.
Double white lines from the roundabout to the 30mph limit would improve the situation as would speed cameras.
The Clerk will pursue the WCC Speedaware Smiley SID initiative for which Cllr Redhead will find volunteers to man speed visors displaying expressions who would then note the details of offenders.

7. Finance
The External Audit has now been completed and an unqualified audit opinion given. The Closure Notice has been displayed.

The budget will be analysed by councillors over the next couple of months prior to setting the precept in November.

8. Correspondence
SDC Consultation on maintenance contract
Councillors requested service levels be maintained.

Consideration of Diamond Jubilee Beacons
Councillors will discuss celebrations and liaise with the relevant committee.

WCC Chairman at home invitation 17th September at Shire Hall
Attendees were requested.

Publicity for Community Forum on 27/09/11 at Shipston High School
This will be promoted throughout the village.
