2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from 5th June 2007 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.

3. Approval of minutes of meeting held on the 7th September 2011
Minutes having been circulated were confirmed as an accurate record of the meeting held in September 2011 and were duly signed by the Chairman.

C) Drainage, highway Issues and village maintenance - Progress Report
1) On the southbound carriageway of the Fosse just before the entrance to the roundabout North of the Village there are two posts which have been displaced on left hand side. It seems that these must have had a warning sign to advise of the incoming traffic from the right and this has been destroyed or lost.

2) The hole in the pavement in the Idlicote Road is still awaiting repair by Severn Trent

3) The new salt bin is in place in Queens Street next to the Forge, and the unit scheduled to refill salt bins has been informed of the new site so that it is included in their programme. The bin has been footed and bolted.

4) The warning sign at the Junction of the Armscote Road which was displaced when the drain was being repaired is still not in place, creating a danger to those approaching the Junction who are not aware of how busy the Fosse is at that point.

5) Untidy and unsightly verges to the Fosse North of the village up to the roundabout will be progress chased.

E) Speeding concerns regarding the Fosse Way
- Update from Community Forum
Three representatives from the PC attended the recent Stour Community Forum, which was felt productive for the residents of Halford and so a member will endeavour to attend each future forum. They next take place on 13/12/11 in Brailes and 13/03/12 in Tysoe. It is evident policing is an issue of concern with Shipston Police Station now closed and staff hugely reduced. Residents are urged to report minor crimes as otherwise the area is deemed to have a low crime rate.
The police have taken on board consistent speeding in Halford as a priority identified at the forum and will focus on the area in 6 or 7 sessions.
The Smiley SID WCC speed reduction initiative was taken on by the PC on 05/10/11 and volunteers in hi vis will patrol Halford with a speed visor for a two week period. Positive results are already being seen.
Rebuilding the health care centre in Shipston as an integrated centre was discussed at the forum, with a potential site located. Various groups are involved in the project which is at a formative stage.

F) State of the River by the old bridge
Between the two Bridges one on the Fosse and the other at the Roman Bridge at the bottom of Bell Hill the river is becoming choked with weeds and is causing stagnant water to build up. Obviously in summer conditions it is not a huge problem but with the winter rains it could cause some significant and unwelcome flooding. Weed clearance will be sought.

Proposed : Proposed replacement dairy unit including the construction of a new parlour building and a new cattle shed, creation of concrete yard and vehicle manoeuvring area, removal of existing slurry lagoon and creation of a larger replacement slurry lagoon, creation of new vehicular access and alteration to existing farm track.

The applicant was present and allayed fears regarding drainage issues and debris on the road.
A blocked footpath will be cleared.
