Minutes

Meeting held on 2nd November 2011 at the Halford Bridge Inn at 7.30 p.m.
Meeting closed 8.20 p.m.

1. Apologies

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from 5th June 2007 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.

3. Approval of minutes of meeting held on the 5th October 2011
Minutes having been circulated were confirmed as an accurate record of the meeting held in October 2011 and were duly signed by the Chairman.

4. Democratic 15 minutes
No members of the public were present.

5. Matters arising
A) Drainage, highway Issues and village maintenance - Progress Report
All matters continue to be progressed and actioned. The salt bin has now been filled and the pothole in Idlecote Road has been rectified.
Pavements have been improved throughout Halford by WCC, but it was noted the pavement north of the village still requires attention.

Cllr Seccombe reported that Bell Hill is deemed to be a road and therefore to put a barrier in place would require TRO permissions and significant finance from WCC. The PC agreed to take no further action on this matter.

B) Speeding concerns regarding the Fosse Way
- Update regarding Smiley SID and police spot check campaigns
Cllr Redhead reported that a uniformed hi vis presence had made a difference and motorists had slowed down through the village. Use of the Smiley SID had also contributed to drivers adhering to speed limits.
Lorries remain an issue as they speed up when leaving Halford.
Police speed checks continue to take place in the village.
Acquiring a speed visor is a possible consideration for the future.

C) State of the river by the old bridge
The Environment Agency is not prepared to clear weeds as they do not consider this contributes to a risk of flooding.

6. Planning
Trees in Paradise Row at Copperfields
This matter was reported to SDC and they deemed the affected area to be a hedge and further added there was no planning condition in place for the hedge to remain as a shield to the neighbouring property.

7. Finance
Budget - Precept 2012/13
The budget was expounded upon by the Clerk and the precept for 2012 - 2013 was agreed unanimously by the Council to be set at
7200 (No increase). A lack of available grants from other councils was a consideration as well as the recession when deciding on the precept as was village maintenance and the Diamond Jubilee.
