Cllr Izzi Seccombe (WCC/SDC) attending briefly prior to the meeting to update those present regarding the recent burglaries and policing matters

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from 5th June 2007 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.

3. Approval of minutes of meeting held on the 2nd of November 2011.
Minutes having been circulated were confirmed as an accurate record of the meeting in November 2011 and were duly signed by the Chairman.

5. Matters arising
A) Drainage, highway Issues and village maintenance - Progress Report
Bridges and pavements have been improved throughout Halford.
Fly tipping in Bell Hill has been addressed by Jeff Morris WCC and the police are aware of the matter and involvement due to documentation being found at the location.

B) Speeding concerns regarding the Fosse Way
The Smiley CID had a positive effect but speeding Lorries remain an issue.
Councillors will endeavour to attend the next Stour Community Forum for an update regarding the recent speed checks which took place in Halford.

A number of burglaries have recently taken place in Halford. The Chief Constable of Warwickshire is liaising with the West Mercia force in a plan to monitor local offenders.
A Neighbourhood Watch is hoped to be facilitated in Halford and it was noted this can reduce insurance as well as increase awareness. It can only work if residents inform the police of activities. The Chairman has obtained information from the co-ordinator James Bacon and the PC support this idea and may contribute towards signage. Volunteers and a co-ordinator will be sought in Halford to run the scheme through Village Voices. Information will be provided to residents.
It was noted that some private CCTV already exists in Halford and questioned if the PC may consider providing more cameras at a later date subject to costs and with the involvement of the police.

The concern regarding vehicular access has now been addressed.

Publicity regarding the Community Forum on 13th December 2011 in Brailes
A possible location will be sought for a wildlife wood in honour of the Diamond Jubilee as promoted by the Woodland Trust, however it was noted the PC has no land itself to facilitate this.
