1. Apologies

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from 5th June 2007 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.

3. Approval of minutes of meeting held on the 7th December 2011
Minutes having been circulated were confirmed as an accurate record of the meeting held in December 2011 and were duly signed by the Chairman.

5. Matters arising
A) Traffic calming issues
Police with radar speed traps have been operating on the Fosse Way in Halford over the last fortnight. It was noted the police van often frequents Pillerton Priors and Cllr Seccombe has requested its route be distributed between more parishes. Results of police actions will be reported to the Community Forum on 13/03/12 at Pillerton Priors.

B) Drainage, highways and maintenance issues within Halford
The only outstanding issue is the lack of a directional sign adjacent to the Fosse Way by the Ettington roundabout which still needs replacing and WCC are aware of this.
It was noted debris on Bell Hill was rapidly cleared up upon the reporting thereof.

C) Update from Stour Community Forum
The Forum on 13/12/11 provided an update on the Public Health Report including progression of 'Virtual wards'.

D) Village Hall bell
There has been a considerable change to the makeup of the Village Hall Committee. The school bell needs repositioning and the lintels need securing. The bell itself has been refurbished. It is a consideration to put the bell inside the hall as a cost effective option. The PC felt the Village Hall to be a community asset which could be used more to benefit residents.

6. Neighbourhood Watch scheme
Cllr Black has written an article for the February edition of Village Voices asking for volunteers from the village to come forward, where upon he will provide this information to the scheme co-ordinator.
