Minutes of the Annual Parish Assembly of Halford Parish Council
Held on the 26th of April 2012 at 7.30 pm at The Village Hall, Halford

Cllr Seccombe explained the usage of public sector buildings and services in Shipston including the Ellen Badger Hospital which will have less available beds in the future and the popular GP's practice which covers a population of 20 to 25,000. WCC Social Care Services will appoint more consultants and the ethos will be on increasing independence and promoting people staying in their own homes, also incorporating supported living accommodation.

WCC have hired a Project Manager and appointed a team to progress healthcare. The PCT (Arden Trust) will cease in a year and a Clinical Commissioning Group, consisting of GPs, will take its place covering a much larger area. More information and liaison is necessary but the future will be more community based.
The Health and Wellbeing strategy will go out for consultation in May, but it was noted a further 2 Million is needed and there is some resistance from GPs.

Were read out and duly signed off by the Chairman to be a true record.

2) Matters arising therefrom
The public were encouraged to attend Community Forums.
An e mail list of Police activities in Halford can be obtained by contacting the Chairman.

3) Chairman's report on the work of the Parish Council during the last twelve months
The Chairman read out the report, which contained a detailed account of many of the Council's activities. This is published in full on the website.
A copy will also be held with the minutes.

4) Village Reports
It was noted the Village Hall Committee AGM was held earlier this evening.

The PCC will meet later this week. Thanks were conveyed to the PC regarding finance. A Church Warden and members are needed.

The Village Fund has funds and wheelchairs available to help residents.

The Bowls Club, which is the oldest in Warwickshire, may have to fold through a lack of members (Currently less than 20 and only 1 from Halford). Residents were encouraged to join the club.

5) Statement of Accounts of the Parish Council
Karen had produced the end of year accounts for 2011/12, which she summarised; a copy was sent to all Councillors and was available to the public present.
Any questions relating to the finance were answered.
The need for an audit trail to be in place before releasing donations was noted.

6) District Councillor's Report and 7) County Councillor's Report
Councillor Izzi Seccombe explained the SDC Draft Core Strategy.
No significant planning applications directly affect Halford and no plans have currently been submitted for a possible supermarket and fuel station in Shipston.
SDC Waste collection is proving successful.
SDC Public toilets were threatened but will now remain open.
SDC Council tax has been reduced by 1%.
The Olympic torch will be carried through Newbold on 1st July.
WCC Fire Station progress was explained.

8) Any other business
Thanks were conveyed to the team who publish Village Voices for their excellent and informative publication.

A Co-ordinator for the Neighbourhood Watch scheme continues to be sought.
