Minutes

Meeting held on 7th November 2012 at the Halford Bridge Inn at 7.30 p.m.
Meeting closed 8.30 p.m.

1. Apologies

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from 5th September 2012 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.

3. Approval of minutes of meeting held on the 3rd October 2012
Minutes having been circulated were confirmed as an accurate record of the meeting held in October 2012 and were duly signed by the Chairman.

4. Democratic 15 minutes
No members of the public were present.

5. Matters arising and new matters

A) To consider changing to bi-monthly parish council meetings
The council unanimously resolved to meet every other month henceforth
Next meeting on 2nd January 2013

B) Overgrown footpath and gate
The owner of the gate on Henry's Meadow affecting the Shakespeare Way footpath has agreed to carry out repairs as this is their responsibility.

WCC have acknowledged works to tidy the Shakespeare Way footpath are their responsibility and will tidy the area in due course.

C) Future maintenance of Millennium Garden
The garden is looking fine at this time but the PC will continue to monitor the situation.

D) Grass Cutting
This subject will be returned to in the spring. Volunteers from the village will be sought to assist, notably in the area of The Leys.

E) Car parking on the edge of the grass leading on to the leys
No further action.

7. Finance
Budget - Precept 2013/14
The budget was expounded upon by the Clerk and the precept for 2013 - 2014 was agreed unanimously by the Council to be set at 7,200 (No increase). Village maintenance was considered extensively.

8. Correspondence:
Young residents of Halford who use the play area to play football have asked the PC to consider providing a goal post. Damage to fencing and the bus stop has been caused due to ball sports and the available space is an issue.
This matter will be an agenda item at the January PC meeting.
