Minutes

Meeting held on 6th March 2013 at the Halford Bridge Inn at 7.30 p.m.
Meeting closed 8.30p.m.

1. Apologies
None

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from September 2012 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.
Cllr Gale declared an interest in that his property adjoins the site for the potential development off Queens Street.

3. Approval of minutes of meeting held on the 2nd of January 2013
Minutes having been circulated were confirmed as an accurate record of the meeting in January 2013 and were duly signed by the Chairman.

4. Democratic 15 minutes
Frances French, Chairman and Philip Vial Treasurer of the Friends of the Ellen Badger, and their Surveyor Mike Robinson (representing Carter Jones), attended to put before the PC the plans that The Friends have for the piece of land that fronts on to the northern side of Queens Street.

The plans are for three units (family homes) of 2100, 1600 and 1100 sq. ft. with 5 parking spaces and gardens covering 1/3 of the development.

The village is a protected area and the danger is that if a number of houses are built without sufficient parking spaces there would be increased pressure on traffic flow in and out of the village and it could destroy the ambience of a very pleasant part of the village.

The single car width access was deemed inadequate as was the infrastructure requirements. It was questioned why three homes were needed on the site and if a courtyard design was appropriate. The plans do not adhere to recommendations within the village plan.

5. Matters arising
A) Drainage, highways and maintenance issues within Halford
There has been 'muck -moving' from John Long's farm and the state of Idlecote Road (and parts of the Fosse Way through the village) at present is quite unacceptable. The contractors' vehicles are loaded far too high with the result that, as the tractors and trailers move up the road large quantities of their contents are bounced off the top and are deposited on the road and footpaths. Safe loads are an issue.
It was questioned if the contractors have a responsibility to clear up their mess. Several villagers raised the matter. A solution will be sought with WCC.

It was noted the Shakespeare Way has now been cleared.
The PC will look to rearrange dog poo bins to more suitable locations.
A solution will be sought regarding rotting trees in Feldon Edge.
Verges are an on-going issue which is being progressed.
The Chairman will liaise with a resident regarding dangerous trees, however much tree work has been undertaken at Henry's Meadow.
Cllr Gale will liaise with SDC regarding litter by the bridge.

B) To confirm arrangements for the Parish Assembly and Annual Meeting of the Council
These will take place on the 24th of April in Halford Village Hall commencing at 7.00pm. The Village Hall Committee will also meet that evening.
