Minutes of the Annual Parish Assembly of Halford Parish Council
Held on the 24th of April 2013 at 7.00 pm at The Village Hall, Halford

1) Minutes of the Annual Parish Assembly on 26th April 2012
Were read out and duly signed off by the Chairman to be a true record.

2) Matters arising therefrom
It was noted the Bowls Club has a few new members.
Police have recently been monitoring traffic on the main road.

3) Chairman's report on the work of the Parish Council during the last twelve months
The Chairman read out the report, which contained a detailed account of many of the Council's activities. This is published in full on the website.
A copy will also be held with the minutes.

4) Village Reports
Halford PCC met recently. Officers were appointed including Nick Gale as secretary. A vacancy for a church warden remains.

The Village Fund has around 280 to distribute to those in need. They can also provide wheelchairs. An update will be featured in Village Voices.

5) Statement of Accounts of the Parish Council
Karen had produced the end of year accounts for 2012/13, which she summarised; a copy was sent to all Councillors and was available to the public present. The year end balance is 14092 representing a surplus of 1111.
Any questions relating to the finance were answered.

6) District Councillor's Report and 7) County Councillor's Report
Councillor Izzi Seccombe reported SDC are concentrating on putting a new Local Plan in place. As Regional Spatial Strategies have now been abolished numbers regarding housing are now decided by SDC. The previous plan used Stratford as a base but the new plan will cover the district affecting market towns and strategic villages. This will go out for consultation in the summer with it being agreed at the end of the year. SDC needs to have a five year bank of housing.
Because of this work adoption of neighbourhood and village plans has been put on hold by SDC until after July.

WCC are required to make many savings under the Comprehensive Spending Review. Adult social care is the biggest spending department but this has been budgeted for.
The County Council elections will take place on the 2nd of May.

8) Any other business
The PC will continue to maintain the rose garden and cut the grass in the area.
Greater planting in the area will be considered.
The grass verges by The Leys will be cut more often by SDC.

9) Questions from the Public
It was questioned if the PC would consider purchasing the land which the League of Friends wish to develop and noted that grants and funds are potentially available for this. The PC is awaiting a planning application to be submitted.

Bus shelter tiles need replacing and it was questioned if another material could be used.

It was noted buses often get stuck in the village and this is reported to WCC.

Parking remains an issue which the PC considers often. Obtaining village green status for an affected area was suggested.
