Minutes

Meeting held on 11th September 2013 at the Halford Bridge Inn at 7.30 p.m.
Meeting closed 8.15 p.m.

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from 5th September 2012 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.

3. Approval of minutes of meeting held on the 3rd of July 2013
Minutes having been circulated were confirmed as an accurate record of the meeting held in July 2013 and were duly signed by the Chairman.

4. Democratic 15 minutes
The Bowling Club will feature in an article in the local press as there are real concerns about its future. The lease has expired and Punch Taverns are uncommunicative about its renewal. The current position does not allow for applying for grants or funding. The club has only 15 members currently.

5. Matters arising
A) Drainage, highway Issues and village maintenance - Progress Report
A dangerous stile outside Hetherington House will be reported to WCC.

Garden Aide will be asked to include strimming the path on the Shakespeare Way by the playing field as part of their on-going village maintenance.

Cllr Rickards will attempt to put right a village bench where the armrest has go astray.

Lights which are not working in the area will be reported to WCC.

The Stour and Millstream are blocked by trees and branches. WCC will be informed and requested to clear the waterways.

B) Village clean up
As this didn't happen this year the community will be encouraged to clean up Halford next spring - Item deferred to the March PC meeting.

C) Bus Shelter
A quote is awaited for rubber tiles.

D) Village Archivist
Chairman to put an article in Village Voices with a view to collating village memorabilia in one place. Much information is held at County Archives

E) Trees by Stour View
A number of trees were deemed as dangerous enough to fall on highways. WCC will be notified of their locations.
