Appointment of a co-opted parish councillor:
Paul Bannister signed the acceptance of office and disclosure of financial interests and was unanimously co-opted as parish councillor on Halford Parish Council

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from September 2012 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.
Cllrs Black Application reference: 13/03048/FUL and Gale Application reference: 13/02570/FUL in relation to neighbouring properties in Queens Street, Halford.

3. Approval of minutes of meeting held on the 6th November 2013
Minutes having been circulated were confirmed as an accurate record of the meeting held in November 2013 and were duly signed by the Chairman.

4. Democratic 15 minutes
Fencing by the bridge has been brought down.
Clearway signs by Armscote are not in place.
A storm drain has been disturbed on a grass verge near Armscote.
A bollard and the electricity for it need to be put in place.
All of the above will be notified to Jeff Morris WCC for action.

The contingency for flooding by the PC when people become stranded will be discussed at the March PC meeting.

This application is to go before SDC Planning Committee on 15/01/14 - the recommendation is to grant permission subject to the archaeological report.
The PC will oppose this application robustly. Colin Black will speak on behalf of the PC and Mathew Jackson further to liaison with Nick Gale will speak on behalf of the objectors. Cllr Izzi Seccombe has written to the committee in objection to this application and will support the speakers in their formulation of relevant views to be projected to the committee.
Considerations include: Scale and density, street scene, heritage and conservation, highways advice, the cob wall, listed buildings, site access and volume of vehicles.
It was felt one dwelling would be more appropriate and the stone used should be sympathetic to neighbouring properties should development go ahead.
