Council Minutes - March 2014

1. Apologies

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from September 2012 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.

3. Approval of minutes of meeting held on the 8th of January 2014
Minutes having been circulated were confirmed as an accurate record of the meeting in January 2014 and were duly signed by the Chairman.

4. Democratic 15 minutes
The bowls club has discontinued and is in the process of disposing of its assets. A bench to commemorate Phil Rose the former club secretary is amongst the assets and was offered to the PC. The PC accepted and the bench will be re-sited and secured at The Close. Cllr Gale to progress.
An armless bench in the village is in need of attention.

It was requested the PC look into the availability of grants to possibly purchase land in Queens Street for the village to use for recreational use.

5. Matters arising
A) Traffic calming through Halford - the recurrence of the bollards destruction by traffic might indicate cars are not observing the 30 mph limit
The bollards have been destroyed twice. The 30mph limit through Halford is 420 metres long approximately. The PC felt this is not long enough a zone to slow down the traffic. WCC will be asked to increase the range of the 30mph limit. Speed cameras in the area are also a consideration.

B) Pavement drop down needed (west side) of newly repaired bollards/crossing.
There is a disabled person living on the opposite side of the Fosse Way in Roman Way. She is unable to cross the road without the benefit of a drop down kerb opposite the Garage. WCC will be asked to drop the kerb.

C) Village maintenance issues
Bollards have now been replaced. Where the Bollards were repaired there was originally a lamp post which gave better lighting to the entrance of the Village and also gave the Bollards greater presence. WCC will be asked if it is their intention to replace the Lamp Post.

A drain has been cleared of debris.
It was a deliberate action to remove the 'Clearway' signs and they will not be replaced.

About half way up the Armscote Road on the right hand side going up from the Fosse Way there is a manhole cover on the verge which is either broken or displaced. WCC will be asked to repair or replace the cover.

D) To confirm arrangements for the Parish Assembly and Annual Meeting of the Parish Council
7th May 2014 at 7.00pm in Halford Village Hall
The Village Hall Committee will meet on the same evening.
Cllr Colin Black will not be seeking re-election as Chairman.

E) Bus Shelter
The Chairman will obtain a quote for tiling or roofing the shelter.

F) Village Archivist
The Chairman raised this matter some time ago in the interest of preserving commemorative paraphernalia relevant to Halford in a firm location in the village. County Archives also hold some material relevant to Halford.
Maggie Bannister has agreed to take on the role of co-ordinator which was gratefully accepted by the PC. It was suggested Maggie speak on this issue at the forthcoming Parish Assembly.

G) Flooding Contingency
The PC discussed a number of options at length.

8. Correspondence

Cllr Seccombe: A few applications for blue badges have been received from The Close and the PC was consulted. Izzi noted blue badges for disabled parking are not issued specifically to individual houses.
Planning considerations regarding conservation and communities are likely to improve under localism.
