Minutes

Meeting held on 2nd July 2014 at the Halford Bridge Inn at 7.30 p.m.
Meeting closed 8.05 p.m.

1. Apologies
Cllrs Ivor Machin and Ian Rickards

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from September 2012 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.

3. Approval of minutes of meeting held on the 14th May 2014
Minutes having been circulated were confirmed as an accurate record of the meeting held in May 2014 and were duly signed as such.

4. Democratic 15 minutes
No member of the public wished to speak.

5. Matters arising and new matters
A) Drainage, highway Issues and village maintenance - Progress Report
No drainage issues. WCC will repair bollards and a repeater.
A meeting will take place with Cllr Gale and WCC regarding dropping the kerb in the near future. A streetlight has been repaired.

B) Play area inspection
Not taken place as yet.

C) Village Archivist
Maggie Bannister is trying to assess what information is in the archives.
Census information will be obtained and included on the PC website.
Bowls club records and books on Halford could also be incorporated.
A filing cabinet will be sought to store hard copies and WI records in the Village Hall.

D) Bus Shelter
Options were discussed including slates, felt and rubber. Ray Jones will research further and submit a quote to the PC.

E) Traffic Calming
A meeting will be sought between WCC the PC and the police on this matter.

F) Dropping of Kerb
Item covered earlier within this agenda.


G) Sponsorship and locating of benches
Locations will be sought for two benches possibly by the church or village hall.
Cllr Gale will purchase a third bench from the PC.

H) Provision of basketball net
This is now in place and the children are most appreciative.

8. Correspondence
Letter of resignation from Cllr Ivor Machin:
Due to the resignation of Cllr Ivor Machin a casual vacancy has occurred in the office of Councillor for Halford Parish Council.
The vacancy will be filled by election if, within fourteen days of the date of the notice, any ten local government electors for Halford submit a written request to the Returning Officer at SDC and if no such election is called the PC will co-opt a Councillor in due course.
