Minutes

Meeting held on 12th November 2014 at the Halford Bridge Inn at 7.30 p.m.
Meeting closed 8.25 p.m.

Appointment of a co-opted parish councillor:
John Alexander signed the acceptance of office and disclosure of financial interests and was unanimously co-opted as parish councillor on Halford Parish Council

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from 5th September 2012 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.

3. Approval of minutes of meeting held on the 3rd September 2014
Minutes having been circulated were confirmed as an accurate record of the meeting held in September 2014 and were duly signed by the Chairman.

4. Democratic 15 minutes
Concern was expressed regarding potential fencing of land and creation of stables at Bridge House, Roman Way. No application has been received.

Potential development by Paddock View caused concern. No application has been received.
Residents were advised to check the SDC website regarding planning applications.

5. Matters arising and new matters
A) Traffic issues
1) Flashing light on approach to Village from Ettington. Still not working but the repair team have been advised and it will be done when they are next in the area: It is on order.

2) Bollard light not working. Again advised to the appropriate team with exact location and it will be attended to. It is on order.

3) Drop down kerb. WCC are preparing an estimate for the provision of a drop crossing and changes to the existing refuge just South of Idlicote Road.
It has taken WCC longer than they expected as they have a programme of over 150 schemes for delivery this financial year, which has delayed them in responding back to Halford Councillors.
An initial estimate is approximately 4,500 to make the necessary alterations to this refuge, this includes a cost for Traffic Management due to the location and the road being the A429.

4) Hat Pin light replacement. The Hatpin will not be replaced as there is no safe way to maintain them in the centre of the carriageway.

5) New Bollard on corner of Idlicote Road. Although informed that an order has been placed nothing has progressed at this stage.

Speeding is being monitored and rumble strips were discussed.

B) First Responders
A representative from the Ettington branch said the ambulance service is now supporting the use of defribulators in parishes. Funding of around 400 can be obtained but overall costs are around 800 per devise, plus 300 for a cabinet as well as insurance and running cost.
The PC have raised funds for the First Responders in the past,
It was noted Halford is well covered by First Responders.
Further information was provided and will be considered.

C) Village Maintenance
Drainage issues: There do not appear to be any Drainage Issues at the moment. We should monitor the Ettington Roundabout if we have heavy rain to see how the drains are coping.

D) Village Archivist
An open day at Warwick Archive was attended.

E) Bus Shelter
Cllr Lewis has replaced the broken tiles on the bus shelter and has a stock should further repairs be needed.

7. Finance
Budget - Precept 2015/16
The budget was expounded upon by the Clerk and the precept for 2015 ? 2016 was agreed unanimously by the Council to be set at 7,200 (No increase). Proposed: Cllr Black - Seconded Cllr Lewis and agreed unanimously
