Minutes
Meeting held on 4th March 2015 at the Halford Bridge Inn at 7.30 p.m.

1. Apologies
None

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from September 2012 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.

3. Approval of minutes of meeting held on the 14th of January 2015
Minutes having been circulated were confirmed as an accurate record of the meeting in January 2015 and were duly signed by the Chairman.

4. Democratic 15 minutes
Representatives from Cala Homes attended this meeting but as they only gave two days? notice of their attendance this was the only part of the meeting where they could speak. It was felt inappropriate they give a presentation as many residents were unaware they were present.
Cala are delivering a presentation at the village hall on 09/03/15.
A public meeting with the PC about the proposals will take place on 23/03/15, Cllr Izzi Seccombe will attend and planning advice will be sought by the PC.
Cala would like to attend a future PC meeting.
No planning application has yet been submitted to SDC and may not be for around three months.

The public commented that additional housing was an emotional issue. It was noted Halford has a Village Design Statement in place. Halford currently has 130 dwellings built over 8 centuries. The proposed development would mean a 20% increase in the size of the village on one site. It was suggested the proposals were outside of the curtilage and would bring an additional 80 ? 90 residents to Halford which is currently composed of 300 residents.
Concerns regarding the environment and wildlife were also expressed.

It was requested that future PC meeting dates are publicised in Village Voices.
Dangerous parking on Idlecote Road was highlighted as an issue.
It was noted there is no equipment in the play area suited to young children.

5. Matters arising
A) Traffic calming through Halford
Bollards have been placed on the Idlecote Road as requested.
Signage is now working.
Dropping the kerb to create a crossing is pending as costs are needed.
Speed Watch volunteers are in place.

B) Village maintenance issues
Drainage issues are being addressed.
A pot hole on the Fosse Way will be reported to WCC.

C) To confirm arrangements for the Parish Assembly and Annual Meeting of the Parish Council
Halford Parish Assembly and Annual Meeting of Halford Parish Council will take place at 6.00pm at Halford Village Hall on the 13th of May 2015.

D) Parish Council Election
Nomination forms and information was distributed for the 7th May election
