Minutes

Meeting held on 11th November 2015 at the Halford Bridge Inn at 7.30 p.m.
Meeting closed 8.25 p.m.

1. Apologies

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from 5th September 2012 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.

3. Approval of minutes of meeting held on the 9th September 2015
Minutes having been circulated were confirmed as an accurate record of the meeting held in September 2015 and were duly signed by the Chairman.

4. Cllr Paul Abernethy was appointed as Vice Chairman of the Parish Council

5. Democratic 15 minutes
A resident has undertaken litter picking and tidying of the village and was thanked for his work. The play area will now be cleared of debris.
Elderberry trunks and a footpath will be cleared by parish councillors Alexander and Abernethy respectively.
Play equipment was requested for small children but this had been discussed and decided against by the PC at an earlier meeting.
The reasons for the parish not having a defribulator were discussed.
Parking in The Leys is causing concern but there is no obvious solution.
A village meeting is to be held on 17th November in the Village Hall to discuss revamping the Village Design Statement in light of all recent planning activity.

6. Matters arising and new matters
A) Casual Vacancy
Di Byard-Jones was co-opted onto the PC and completed the acceptance of office and declaration of financial interests.

B) Traffic issues
The builders in Queens Street are liaising with the PC Chairman to minimise disruption.
The dropped kerb and crossing will be progress chased by Cllr Seccombe with WCC.
It was noted that Cala Homes traffic survey was ill-informed.

C) Village Maintenance
A fence will be erected by the bridge.
Grass cutting was discussed at length.
Extensive tree surgery is a consideration and costs will be looked into.
Advice will be sought on options for improving the appearance of the Millennium Garden, notably the bushes therein.

D) Bus Stops on A429 for 50 Bus Service
WCC have moved the bus stop for reasons of safety.
It was felt the timetable for buses was limited and should be better publicised.

E) Maintenance of Play Area by SDC
Hedge cutting in the play area is a consideration being looked into by the PC.

Budget - Precept 2016/17
The budget was expounded upon by the Clerk and the precept for 2016 ? 2017 was agreed unanimously by the Council to be set at 7,200 (No increase). Proposed: Cllr Gale - Seconded Cllr Bannister and agreed.
