Minutes

Meeting held on 6th January 2016 at
Lomas Barn, Queens Street, Halford at 7.30 pm

1. Apologies
None

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from September 2012 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.

3. Approval of minutes of meeting held on the 11th November 2015
Minutes having been circulated were confirmed as an accurate record of the meeting held in November 2015 and were duly signed by the Chairman.

4. Democratic 15 minutes
No comments were made.

5. Matters arising and new matters
A) Village Maintenance
Jeff Morris WCC will be notified that a bollard needs replacing. Also that white lines need replacing and the bridge is in need of repair.
A Give Way sign also needs correcting.
Significant damage to verges will be reported as will a blocked drain on the Armscote Road which is in need of clearing.

Cllr Abernethy will liaise with Japonica Pride regarding gardening works to the Millennium Garden as this is now overgrown.

B) Traffic Issues
Heavy vehicles throughout the village remain an issue:
Contractors have agreed to rectify any damages.
Damages caused by the dust cart are the responsibility of SDC.

The dropped kerb by the Fosse Way has been costed at around 8,200 to include a refuge and lighting. This has not been budgeted for by WCC. One option to facilitate this may be via S106 monies obtained from future development in Halford.

C) Parish Plan Funding
Funding options and the way to progress with a parish or neighbourhood plan were discussed.
Mathew Neal of SDC will be invited to a future meeting to give guidance.

D) Website
Cllr Bannister will refresh the website and organise a meeting to decide what subtle changes are deemed necessary.

6. Planning

It was noted that SDC now has a five year land supply.
The Idlicote development will go before SDC Planning Committee in due course.

The future of the bowling green site was discussed and listing the land is a consideration. This will be pursued with the Conservation Officer at SDC.
