Minutes
Meeting held on 2nd March 2016 at Lomas Barn, Queens Street at 7.30 p.m.

Presentation from Mathew Neal of Stratford District Council on Neighbourhood Planning

The Neighbourhood Planning Officer explained that Parish Plans are not statutory documents but Neighbourhood Plans are and they form part of the Local Development Framework.
Parish Plans are action based while Neighbourhood Plans are based on policies.
A Parish Plan can take around 6 months to formulate while a Neighbourhood Plan can take around 2 years including consultation, submission, referendum and endorsement.
The same questionnaire could cover both a Neighbourhood and Parish Plan/Village Design Statement.
Manpower will be an issue. Locality funding is available.
As Halford is a Local Service Village it is required to take a maximum of 30 houses.

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from September 2012 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.

3. Approval of minutes of meeting held on the 6th of January 2016
Minutes having been circulated were confirmed as an accurate record of the meeting in January 2016 and were duly signed by the Chairman.
The amended costings of a dropped kerb were inserted.

4. Democratic 15 minutes
It was noted the Cala Homes development has been delayed in going before SDC Planning Committee due to ecology and flooding.
Submissions were discussed and representations encouraged.

5. Matters arising
A) Traffic calming through Halford
No new matters

B) Village maintenance issues
A bollard needs replacing and this has been notified to WCC.
Fencing and drainage matters have both been rectified.

It was noted the website has been updated and Village Voices is now under a new editorial team.

C) Phone Box
No further action

D) Parish Plan
Costs for printing the questionnaire, which will be a stitched booklet, were agreed at 393.60 by the PC.
Distribution and collection methods are in place.
The subject will be a PC agenda item in July.

E) To confirm arrangements for the Parish Assembly and Annual Meeting of the Parish Council
