Minutes of the Annual Parish Council Meeting held at
The Village Hall, Halford on Wednesday the 11th of May 2016
commencing at 6.20 pm

Present: Cllr Nick Gale (in the Chair)
Councillors Paul Abernethy, John Alexander and Paul Bannister
Clerk: Karen Parnell
Nine members of the public were present

1. To Elect a Chairman for the ensuing Municipal Year.
Nick Gale Proposed Paul Abernethy Seconded Paul Bannister

2. To Elect a Vice-Chairman for the ensuing Municipal Year.
Paul Abernethy Proposed John Alexander Seconded Paul Bannister

3. Disclosure of Interests. Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the Code of Conduct that takes effect from September 2012 provides that should they have a prejudicial interest in any matter under discussion they should withdraw from the room and not seek to influence a decision about the matter.

There were no disclosures of interests.

4. Minutes of the Parish Council Meeting held on 2nd March 2016
Were agreed by the Council to be an accurate record of the meeting, and were duly signed off by the Chairman as such.

5. Matters arising therefrom and new matters.
Village Maintenance
Paul Abernethy is liaising with Japonica Pride regarding planting at the end of The Close.
Bollards in the village have been replaced.

Traffic Calming
No new matters.

The internal audit was conducted on the 9th of April 2016 by Kenneth Dunn.

To complete the Annual Financial Return for the year ending 31st March, 2016:-
a) Chairman to sign The Statement of Accounts;
This was done and the RFO countersigned

b) Councillors to complete the Statement of Assurance;
This was universally agreed by the Council

c) Chairman to sign the Bank Reconciliation as at 31st March, 2016.
Done by both Chairman and RFO with the consent of the Council

11. Questions from the public:

It was noted the Bowling Green site has been sold without planning permission in place and that it is in a conservation area.

Play equipment for young children was requested and will be reconsidered at the July PC meeting.

Timing of tonight?s meetings was explained as it was thought the early start may prevent attendance by some residents.

It was suggested discussion on solar panels, parking, windmills and suchlike be incorporated into the parish assembly agenda but it was noted these matters are already incorporated into the questionnaire in relation to the parish plan.
