Minutes of the Annual Parish Assembly of Halford Parish Council
Held on the 11th of May 2016 at 6.00 pm at The Village Hall, Halford

1) Minutes of the Annual Parish Assembly on 13th May 2015
Were agreed and duly signed off by the Chairman to be a true record.

2) Matters arising therefrom
It was noted the minutes were brief and suggested the Chairman's Report be incorporated in full in future minutes.

3) Chairman's report on the work of the Parish Council during the last twelve months
PRECEPT.
WE HAVE KEPT THE PRECEPT UNCHANGED FOR THE COMING YEAR.

QUALITY STATUS.
RETAINED STATUS AS A QUALITY COUNCIL.

THIS UNDERLINES THE FACT THAT WE ARE AWARE OF WHAT IS GOING ON IN THE COMMUNITY AND THAT THE COUNCIL IS INVOLVED IN AREAS WHICH INTEREST EVERYONE WHO LIVES IN THE VILLAGE. WITH THIS STATUS IN PLACE IT MEANS THAT WE CAN HAVE INFLUENCE WITH DISTRICT AND COUNTY COUNCILS

ROADS AND DRAINAGE
ALL YOUR COUNCILLORS LOOK OUT FOR ISSUES UNDER THIS HEADING, AND PROBLEMS ARE PASSED ON TO OUR CONTACTS AT DISTRICT AND COUNTY LEVELS. THE COUNCILS ARE STRETCHED FOR RESOURCES TO COMPLETE MATTERS AS FAST AS WE WOULD WISH, BUT BY AND LARGE THINGS DO GET DONE.
ROAD NOISE
ONGOING DISCUSSIONS ARE TAKING PLACE REGARDING ROAD NOISE THROUGH THE VILLAGE. THIS IS STILL OUTSTANDING AWAITING FUNDS TO RE LAY TARMAC THROUGH VILLAGE WITH A LESS NOISY COVERING.


CROSSING AREA
POSSIBILTIES OF AN IMPROVED CROSSING AREA STILL IN TRAIN. AGAIN FUNDING CENTRALLY IS A PROBLEM.

TRAFFIC SPEEDS THROUGH VILLAGE
COUNCILLORS WILL MAN A MOBILE SPEED CHECK ON THE FOSSE IN JULY.

PLANNING
VARIOUS APPLICATIONS HAVE BEEN MADE THROUGHOUT THE YEAR AND MOST HAVE BEEN NON CONTENTIOUS. IDLICOTE ROAD DEVELOPMENT PLANNING
THIS WAS DECLINED BY THE PLANNING MEETING HELD ON THE 13TH APRIL. REMAINS TO BE SEEN IF CALA HOMES LODGE AN APPEAL.

NEIGHBORHOOD / PARISH PLAN OR DESIGN STATEMENT.
A DECISION WILL BE TAKEN WHICH OF THESE TO TAKE FORWARD DURING THIS COMING YEAR. WILL BE DISCUSSED AT THE NEXT FULL COUNCIL MEETING.
IN THE MEANTIME A QUESTIONNAIRE WILL BE DISTRIBUTED ROUND THE VILLAGE IN THE VERY NEAR FUTURE WHICH WILL GIVE US SOME IDEA OF THE VILLAGERS VIEWS AS TO WHAT THEY WANT TO SEE HAPPEN IN HALFORD ON A RANGE OF SUBJECTS OVER THE COMING YEARS.

VILLAGE ARCHIVE.
MAGGIE BANNISTER HAS BEEN BEAVERING AWAY GATHERING ARCHIVE MATERIAL TOGETHER. THIS WILL BE ON DISPLAY IN THE VILLAGE HALL AT THE PARTY TO CELEBRATE THE QUEEN'S BIRTHDAY ON THE 11TH JUNE.

PARTICIPATION AT PARISH COUNCIL MEETINGS.
ATTENDANCE AT THESE MEETING BYTHE PUBLIC CONTINUES TO BE SUCCESSFUL IN BRINGING TO NOTICE OF COUNCILLORS ITEMS THAT NEED ATTENTION.

HALFORD BRIDGE INN
HOPEFULLY NOW REFURBISHMENT IS COMPLETE WE SHOULD BE ABLE TO HOLD NEXT MEETING THERE.

SUMMER PARTY.
THIS WILL TAKE PLACE IN QUEENS STREET ON THE AFTERNOON OF THE 11TH JUNE. A SMALL VILLAGE COMMITEE HAS CONVENED AND PLANS ARE IN TRAIN TO PUT ON WHAT IS HOPED TO BE A SUCCESSFUL AFTERNOON. THIS WILL BE PUBLICISED ON THE VILLAGE NOTICE BOARDS , IN THE HALFORD BRIDGE GARAGE AND BY WAY OF A FLYER IN THE MAY ISSUE OF "VILLAGE VOICES".
VILLAGE WEB SITE
THANKS TO PAUL BANNISTER THIS HAS HAD A SIGNIFICANT REVAMP TO SHOW MORE FULLY WHAT IS GOING ON IN THE VILLAGE AT ALL LEVELS. HAVE A LOOK, IT IS SIGNIFICANTLY BETTER NOW.

DISTRICT AND COUNTY COUNCILLORS
THANKS TO PHILIP AND IZZI SECCOMBE FOR KEEPING US ON THE STRAIGHT AND NARROW ON VARIOUS ISSUES THROUGHOUT THE YEAR.

FINALLY
THANKS ARE DUE TO OUR CLERK KAREN PARNELL WHO HAS BEEN STALWART IN LOOKING AFTER OUR INDIVIDUAL FOIBLES OVER THE PAST YEAR. HER CONTRIBUTION IS MUCH APPRECIATED.

4) Village Reports
Parish Plan surveys have been distributed to all residents.
Verges in the village will be repaired.
It was questioned what will happen regarding land Cala Homes have developed in part and not restored as yet.

5) Statement of Accounts of the Parish Council
Karen had produced the end of year accounts for 2015/16, which she summarised; a copy was sent to all Councillors and was available to the public present. The year end balance is 21160 representing a surplus of 1948.
Any questions relating to the finance were answered, notably about costs relating to the phone box.

6) District Councillor's Report
SDC Cllr Philip Seccombe was not present.

7) County Councillor's Report
WCC Cllr Izzi Seccombe was not present.

8) Any other business
