Council Minutes - July 2016

1. Apologies: Cllr Abernethy, WCC Cllr Izzi Seccombe and SDC Cllr Philip Seccombe

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from September 2012 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.

3. Approval of minutes of meeting held on the 11th May 2016
Minutes having been circulated were confirmed as an accurate record of the meeting held in May 2016 and were duly signed as such.

4. Democratic 15 minutes
An informed resident was asked to look into the practical aspects of providing a swing for young children in the play area. Location is an issue due to space constraints. Prices have been obtained and implementation would cost circa 1700- 2000. This cost needs to be justified against a need for the swing.

5. Matters arising and new matters

A) Drainage, highway Issues and village maintenance - Progress Report
Regarding the bushes planted at the exit of The Close and the complaint that they obscure the view to the right, when vehicles are exiting onto Idlicote
Road: Cllr Abernethy has liaised with Japonica Pride and asked for a quote.

The footpath between Folly Lodge and Far Cottages is becoming overgrown. Options will be looked into.

Clarification will be sought regarding unclear bus stops and timetables on the Fosse Way from the service provider by Cllr Bannister.

Cllr Alexander will assess potential damage to a culvert by the bridge.

An update on the dropping of the kerb for a crossing point has been requested again from WCC.

Parking of vehicles in inappropriate locations in Queens Street is an issue.

B) Traffic Calming
A team of volunteers will be deploying the speed gun in Halford next week.

C) Parish or Neighbourhood Plan - Questionnaire progress
The questionnaires have resulted in a return rate of circa 50%. Results will now be assessed and statistics analysed. SDC can assist with assessment.

D) Additional toddlers swing in playground
Decision deferred to September PC meeting further to informed results from the questionnaires being assessed to decide if this facility is required.

E) PC donation to Village Hall in respect of sound and projection system
Item deferred to September PC meeting as further information is needed.

F) Phone box Electricity
Cllr Bannister attended a site visit with Western Power: Where wiring leads to is unclear as are costs for severing the supply. Item deferred to September PC meeting.
