Minutes

Meeting held on 2nd November 2016 at the Halford Bridge Inn at 7.30 p.m.

1. Apologies

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from 5th September 2012 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.

3. Approval of minutes of meeting held on the 7th September 2016
Minutes having been circulated were confirmed as an accurate record of the meeting held in September 2016 and were duly signed by the Chairman subject to the amendment: The results from questionnaires deemed that a Housing Needs Survey was not required.

5. Matters arising and new matters
A) Traffic issues
Cllr Gale has met with officers from SDC and WCC regarding the dropped crossing which is being looked into as a right-angled crossing.
A zebra crossing is not possible and WCC will be asked why this is.
The speed limit cannot be altered.

Cllr Bannister is liaising with Chris Lewis (Police and Crime Commissioner's office) regarding possible installation of CCTV to survey traffic. Costs and funding are in issue as the project could cost circa 10,000. Permission would be needed from WCC. Monitoring data is an issue.
The historic traffic census for Halford reveals little speeding. An up to date survey is needed and Philippa Young and Cllrs Seccombe and Saint will be approached as will WCC Highways and Police and Community Safety departments.

B) Village Maintenance
Tidying a cottage garden within Halford is a consideration.
Overhanging branches in the village will be lopped in due course.

C) Additional toddlers swing in playground
Survey results will be looked at to establish a need.
Replacing an existing swing with a toddler swing was agreed at a cost of circa 200.00

D) Donation to Village Voices
Finances have diminished. Increasing advertising revenue is a possibility. Accounts will be circulated and the matter of a donation will be returned to.

E) Millennium Garden, renovation and maintenance
The area is in need of attention and options will be looked into in advance of the January PC meeting.

F) Parish Plan
A summary of the questionnaire responses will be produced.

G) Potential provision of CCTV
Further to recent incidents in Halford a number of residents have expressed an interest in installing CCTV.
Crime statistics for the area have been looked into and historically there have been a few crimes involving the garage and a few burglaries. There has also been a five month period with no reported crime. Signage is a further consideration.
Reporting all crime to the police was advised.
It was noted CCTV systems can be hacked as can their password protection. Data protection and monitoring of images was discussed as was the positive impact and protection this may bring.
This is not a PC issue. A report to canvass opinion will be placed in Village Voices.

Long term planning considerations for Halford were discussed alongside the Core Strategy and Community Infrastructure Levy.

It was noted the bowling green site has now been purchased.

7. Finance
Budget - Precept 2017/18
The budget was expounded upon by the Clerk and the precept for 2017 - 2018 was agreed unanimously by the Council to be set at 7,200 (No increase). Proposed: Cllr Gale - Seconded Cllr Abernethy and agreed.
