1. Apologies

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from September 2012 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.

3. Approval of minutes of meeting held on the 2nd November 2016
Minutes having been circulated were confirmed as an accurate record of the meeting held in November 2016 and were duly signed by the Chairman.

4. Democratic 15 minutes
No members of the public were present.

5. Matters arising and new matters
A) Traffic issues
Cllr Bannister has been liaising with Chris Lewis of Warwickshire Police who is in turn talking with Gloucestershire Police regarding the Rodborough camera trial.
It was noted statistics do not show speeding in Halford and when more information is available Cllr Chris Saint will be asked for assistance.
Obtaining a speed camera through the Safer Neighbourhood Team is a consideration.
Drop kerbs have been facilitated by WCC. The requested crossing could not be provided as the refuge is not wide enough.
A zebra crossing could not be placed in this location.
Distribution of WCC monies to projects was explained.

B) Village Maintenance
Ground opposite The Close will be added to Garden Aides schedule.

C) Additional toddlers' swing in playground
Cllr Bannister to progress at costs of circa 200

D) Donation to Village Voices
Accounts were produced. A donation of 100 was agreed.

E) Millennium Garden, renovation and maintenance
Cllr Abernethy has researched waste disposal for the area and options are being considered.

F) Bus Shelter
This would cost circa 6000.00 but was weighed against the advantage to a number of residents. Cllr Abernethy to further research.

G) Memorial Bench Maintenance
A bench is in need of cleaning and tidying. It is also a possibility to substitute it for another bench within the village.

It was agreed that Cllr Bannister attend a WALC training course for councillors and clerks.

8. Correspondence: Phone box billing was discussed. It was noted the electricity supply to the box will be cut on 25th January 2017.
