1. Apologies

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from September 2012 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.

3. Approval of minutes of meeting held on the 4th of January 2017
Minutes having been circulated were confirmed as an accurate record of the meeting in January 2017 and were duly signed by the Chairman, subject to a reference to the Village Hall monies expounding on their usage for the cinema.

4. Democratic 15 minutes
The PC were thanked for supporting the Village Hall cinema and requested to provide a further donation towards seating, which was agreed at 200 towards the 300 cost.

Traffic calming has taken place in Halford. It was noted the 30mph signs can't be moved.
The questionnaire regarding parish planning will form the basis of a public meeting in due course.

The PC were asked about provision of a defibrillator which has already been discussed at length and deemed unnecessary.

It was noted village cottages where residency is offered to those with a local connection first is regulated by the local authority and any potential resident must already be on the housing waiting list.

5. Matters arising
A) Traffic calming through Halford
Cllr Bannister is still trying to procure data on speeding in Halford.
Speed Watch information has been updated.
Information from the CCTV trial in Gloucestershire will be available after April.
A missing 3-2-1 sign before a 30mph zone was reported to WCC who advised they no longer replace these signs.

B) Village maintenance issues

Parking on property belonging to Orbit was discussed, as was their potential ownership and responsibility towards drains in the area. Ownership will be established as will options concerning a tree which is within the remit of Orbit.
Ownership of drains behind houses in The Close will also be established and it was noted some housing in that area is in private ownership.
Cllr Abernethy to investigate

Cllrs Abernethy and Bannister have fitted a new swing in the play area which has been well received, notably on social media.

C) Millennium Garden, renovation and maintenance
Suggestions for improvement are being considered.
Pruning will take place and waste will be removed.

D) Bus Shelter
It is possible the bus service could be reduced, and subsidies were discussed. Cllr Seccombe will investigate
Erecting a shelter would come under permitted development, but any contractor would need to be approved by County Highways.
The costs would be circa 4000: 2000 to purchase and 2000 to site.

E) Memorial Bench Maintenance
A memorial bench is in disrepair and options will be considered.

F) To confirm arrangements for the Parish Assembly and Annual Meeting of the Parish Council

8. Correspondence
It was noted an election will take place in May to elect a replacement for Philip Seccombe on SDC. The Conservative candidate has been chosen.

The Account and Auditing Regulations 2015 were discussed.
