Minutes of the Annual Parish Assembly of Halford Parish Council
Held on the 3rd of May 2017 at 6.30 pm at The Village Hall, Halford

HALFORD PARISH COUNCIL
ANNUAL PARISH MEETING
3RD MAY 2017

THIS IS THE END OF MY THIRD YEAR AS CHAIRMAN OF THE PARISH COUNCIL AND I MUST THANK THE WHOLE TEAM FOR THEIR UNSTINTING EFFORTS IN SUPPORTING ACTIVITIES IN ALL THE AREAS WHERE WE HAVE BEEN INVOLVED AS A COUNCIL DURING THE YEAR.

PRECEPT.
AGAIN WE HAVE BEEN ABLE TO KEEP PRECEPT LEVELS AT THE SAME LEVEL FOR ANOTHER YEAR WITHOUT CREATING ANY DILUTION IN SERVICES AVAILABLE

QUALITY STATUS OF THE PARISH COUNCIL
THE FACT THAT WE HAVE RETAINED THIS STATUS INDICATES THAT WE CONTINUE TO BE IN TOUCH WITH OUR COMMUNITY AND BY DOING SO WE CAN TAKE AN ADVANCED ROLE IN AREAS THAT INTEREST MANY OF OUR VILLAGERS. IT MEANS OUR VOICE CARRIES MORE WEIGHT WHEN DEALING WITH COUNTY AND DISTRICT OFFICIALS.

ROADS AND DRAINAGE
WE HAVE GOOD RELATIONSHIPS WITH COUNTY AND DISTRICT REPRESENTATIVES.
WE DO TRY TO KEEP ON TOP OF DRAINAGE AND ROAD SURFACE ISSUES WHEN THESE ARE IDENTIFIED AND PASSED ON TO US BY OUR VIGILANT VILLAGERS.

AFTER LONG AND TORTUOUS NEGOTIATIONS WE HAVE MANAGED TO ARRANGE FOR AN IMPROVED CROSSING AREA TO BE INSTALLED ON THE FOSSE WAY TO ASSIST IN WHEELCHAIRS AND PRAMS TO CROSS THIS BUSY ROAD MORE SAFELY.

THE LEVEL OF NOISE OF TRAFFIC ON THE FOSSE WAY HAS BEEN IDENTIFIED TO THE COUNTY COUNCIL WITH A VIEW TO HAVING THE SURFACE REPLACED WITH A MORE USER FRIENDLY AND QUIET SURFACE. TO DATE THE COUNTY HAVE NOT PROGRESSED THIS OWING TO BUDGETARY CONSTRAINTS BUT WE WILL KEEP THIS AREA BEFORE US IN THE COMING MONTHS ONCE A NEW BUDGETARY YEAR IS UPON US.


SPEED OF TRAFFIC ON THE FOSSE.
THIS IS AN AREA ALWAYS BEFORE US AND YOU WILL HAVE OBSERVED YOUR INTREPID COUNCILLORS CARRYING OUT SPEED CHECKS USING AUTHORISED POLICE EQUIPMENT.
610 VEHICLES WERE CHECKED WITH 96, 16%, TRAVELLING AT OVER 35MPH.
THE INFORMATION GATHERED HAS BEEN MADE AVAILABLE TO THE AUTHORITIES BUT THEY SEEM LESS THAN KEEN TO GIVE US ANY HELP IN INSTALLING ANY EFFECTIVE ADDITIONAL TRAFFIC CALMING MEASURES IN THE VILLAGE. THIS IS ONGOING AS I SPEAK. THANKS ARE DUE TO PAUL BANNISTER AND JOHN ALEXANDER PARTICULARLY FOR THEIR EFFORTS IN COORDINATING THIS PROJECT.


PLANNING ISSUES
THERE HAVE BEEN SEVERAL PLANNING APPLICATION DURING THE YEAR WITH THE MAJORITY BEING NON CONTENTIOUS AND PASSED WITHOUT COMMENT.
TWO APPLICATIONS TOOK A LOT OF TIME AND EFFORT TO TRY AND HAVE THEM SET ASIDE.
THE FIRST WAS THE DEVELOPMENT IN QUEENS STREET WHICH HAD A SIGNIFICANT NUMBER OF RETROSPECTIVE ALTERATIONS WITHOUT PRIOR SANCTION FROM THE DISTRICT COUNCIL. THE PARISH COUNCIL AS WELL AS RESIDENTS TRIED TO HAVE THESE SET ASIDE BUT WE WERE UNSUCCESSFUL IN OUR ACTION.

THE SECOND WAS THE PROPOSED SIGNIFICANT DEVELOPMENT PROPOSED BY CALA HOMES IN THE IDLICOTE ROAD . HERE WE WERE MORE SUCCESSFUL INSOFAR AS WE ABLE TO HAVE THE PROPOSAL SET ASIDE BY THE DISTRICT COUNCIL. THE APPLICATION HAS NOW LAPSED AS BEING TIME EXPIRED SO HOPEFULLY CALA WILL MOVE AWAY TO OTHER DEVELOPMENTS AND LEAVE US IN PEACE.

VILLAGE IMPROVEMENTS/MAINTENANCE
A NEW CHILDREN'S SWING HAS BEEN INSTALLED ON THE CHILDREN'S PLAYGROUND USING YOUR COUNCILLORS LABOUR.
SIMILARLY THEY HAVE IMPROVED THE MILLENNIUM GARDEN, AND THE HEDGE AND UNDERGROWTH DOWN THE IDLICOTE ROAD.

VILLAGE HALL
THE PARISH COUNCIL HAS COME TO THE ASSISTANCE OF THE VILLAGE HALL COMMITTEE IN DONATING SOME 1500 TOWARDS THE INSTALLATION OF HIGH QUALITY SOUND AND VISION SYSTEM IN THE VILLAGE HALL WHICH WILL BE OF HUGE BENEFIT OVER THE COMING YEARS. ADDITIONALLY A FURTHER DONATION OF 200 WAS RECENTLY GRANTED TO ASSIST IN THE REPLACEMENT OF THE OLD PLASTIC CHAIRS WITH VISUALLY IMPROVED AND SIGNIFICANTLY MORE COMFORTABLE NEW ONES.

VILLAGE VOICES
THE PARISH COUNCIL MADE A DONATION OF 100 TOWARDS PRINTING AND DISTRIBUTION OF THE MAGAZINE WHICH WAS MOST APPRECIATED BY THE PRODUCTION TEAM.

COMMUNITY FORUM
A COMMUNITY FORUM WAS ATTENDED TO EXCHANGE VIEWS WITH REPRESENTATIVES OF OTHER PARISHES IN THE AREA. CONSIDERED TO BE USEFUL AND HELPFUL.

WALC COURSE
TRAINING COURSE IN ACCOUNTANCY PROCEDURES RELEVENT TO THE PARISH COUNCIL ACCOUNTS WAS ATTENDED BY TWO OF YOUR COUNCILLORS TO IMPROVE THEIR KNOWLEDGE. CONSIDERED TO BE A SUCCESS.

TELEPHONE BOX
AFTER LONG AND TORTUOUS NEGOTIATIONS WITH THE POWER SUPPLIERS TO THE TELEPHONE BOX WE FINALLY MANAGED TO HAVE THE ELECTRICITY TURNED OFF TO REDUCE THE OVERHEAD OF THE COUNCIL PAYING FOR THIS.
LAURENCE TRIM HAS RECENTLY REPAINTED THE BOX AND REPAIRED SOME BROKEN GLASS.

VILLAGE ARCHIVE

PARISH COUNCIL WEB SITE
THIS IS FULLY ACTIVE AND UPDATED REGULARLY WITH VILLAGE INFORMATION. THERE ARE LINKS TO FACEBOOK AND TWITTER.

PUBLIC PARTICIPATION
IT IS IMPORTANT THAT THE PUBLIC SHOULD BE AWARE THAT THEY ARE WELCOME TO ATTEND ANY OF THE PARISH COUNCIL MEETINGS AND THEY CAN USE THE 15 MINUTE SLOT FOR RESIDENTS TO RAISE ANY ISSUES WITH THE COUNCIL WHICH ARE CONCERNING THEM.

VILLAGE PARTY
THERE WILL BE A VILLAGE PARTY THIS YEAR AGAIN FOLLOWING THE SUCCESSFUL EVENT LAST YEAR AND CHRISTMAS FAIR IS PROJECTED TO BE HELD IN THE CHURCHYARD AND VILLAGE HALL.

DISTRICT COUNCILLOR
MANY THANKS ARE DUE TO PHILIP AND IZZIE SECCOMBE FOR THEIR SUPPORT AND HELP OVER THE YEARS. WE WISH PHILLIP MUCH SUCCESS IN HIS NEW ROLE.

VILLAGE QUESTIONNAIRE
THIS IS PROGRESSING AND THE VARIOUS PARTIES DEALING WITH THIS ARE DISCUSSING HOW TO USE THE VALUABLE INFORMATION CONTAINED THEREIN.

THE PUB
GREAT TO HAVE THE PUB OPEN AGAIN. WE WISH DUNCAN AND KERRI SUCCESS IN THEIR VENTURE. REMEMBER USE IT OR LOSE IT.

PARISH CLERK
THANKS ARE DUE TO OUR CLERK KAREN PARNELL WHO COMES OUT ON COLD AND DAMP WINTER NIGHTS AS WELL AS BALMY SUMMER ONES TO LOOK AFTER US IN OUR DELIBERATIONS. THANK YOU KAREN.

WORKING WITH THE COMMUNITY
YOUR PARISH COUNCILLORS TAKE A GREAT DEAL OF PLEASURE IN WORKING WITH THE COMMUNITY AND WELCOMES THE TWO WAY FLOW OF INFORMATION BETWEEN ALL PARTIES. LONG MAY THIS CONTINUE.




4) Village Reports
Not applicable

5) Statement of Accounts of the Parish Council
Karen had produced the end of year accounts for 2016/17, which she summarised; a copy was sent to all Councillors and was available to the public present. The year end balance is 21840 representing a surplus of 680.
Any questions relating to the finance were answered notably concerning S 137 LGA 1972 allocation of monies and potential monies for repairs to the church.

6) District Councillor's Report
SDC Cllr Philip Seccombe was not present.

7) County Councillor's Report
WCC Cllr Izzi Seccombe was not present.

8) Any other business
Verges on the main road have deteriorated. WCC will be requested to assist but it was highlighted this could also be a project involving the community.
