The vacancy has been notified to SDC and the relevant notice displayed.

1. Apologies: Cllr John Alexander

2. Declaration of Interests: Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from September 2012 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.

3. Approval of minutes of meeting held on the 3rd May 2017
Minutes having been circulated were confirmed as an accurate record of the meeting held in May 2017 and were duly signed as such.

4. Democratic 15 minutes
It was suggested the PC request Ray to update the noticeboard on Idlicote Road, which will be asked of him.
It was noted the bus service is vital to the village. The timetable was discussed and was felt inadequate. Changes are made with notification online and in newspapers which was also thought to be inadequate.
No representative on the subject attended a recent SCAN meeting.
Cllr Abernethy advised WCC will erect a bus stop and signage containing the timetable. The management of The Bridge Inn will also be requested to display a timetable outside the pub.
It was noted Dave Mathews is the contact at WCC on the subject of buses.

5. Matters arising and new matters

A) Drainage, highway Issues and village maintenance - Progress Report
A Hat Pin light is not working and as it is not on a hill WCC would not normally replace it. It was felt the light helps to identify Halford as a village and a lit crossing is necessary for reasons of safety so WCC will be asked to replace this.
A bollard in the area will be replaced as will its light.
A further bollard in Queen Street is broken and a replacement will be requested of WCC.

Repairs to the gully at the junction of Queen Street and the Fosse Way, near to Halford Farm House, have not been completed properly.
Mike Rogers WCC will be asked for the reason.

Drains by The Close are in need of jetting and this is the responsibility of Orbit.
Approaches to the village have grass growing through tarmac and thickets of foliage are obscuring road signage.
Cllr Abernethy will compile a full list of maintenance issues that need addressing with specific locations with the intention of getting WCC, Highways and/or the Community Pay Back Team to rectify these.

B) Traffic Calming
Mike Lewis has provided the PC with extensive Traffic Trap information.
The Safer Neighbourhood Team will be asked to be present and facilitate monitoring of speeding on the Fosse Way.

C) Bus Shelter
This would be erected under permitted development.
The cost would be 4500 which will be looked at against the budget and brought back to the September PC meeting.

D) Possible Provision of a Waste Bin
No requirement.

E) Siting of a Memorial Bench
The PC agreed to a wrought iron bench being placed by the church overlooking Queen Street.
