Minutes of the Annual Parish Assembly of Halford Parish Council
Held on the 8th of May 2019 at 6.00 pm at The Village Hall, Halford

1) Minutes of the Annual Parish Assembly in May 2018
Were agreed and duly signed off by the Chairman to be a true record.

HALFORD PARISH COUNCIL
Cllr Nick Gale:
THIS IS THE END OF MY FIFTH YEAR AS CHAIRMAN OF THE PARISH COUNCIL AND AGAIN I MUST THANK THE WHOLE TEAM FOR THEIR UNSTINTING EFFORTS IN SUPPORTING ACTIVITIES IN ALL THE AREAS WHERE WE HAVE BEEN INVOLVED AS A COUNCIL DURING THE YEAR.

PRECEPT.
ONCE AGAIN WE HAVE BEEN ABLE TO KEEP PRECEPT LEVELS AT THE SAME LEVEL FOR ANOTHER YEAR WITHOUT CREATING ANY DILUTION IN SERVICES AVAILABLE

QUALITY STATUS OF THE PARISH COUNCIL
WE HAVE RETAINED THIS STATUS FOR ANOTHER YEAR WHICH INDICATES THAT WE CONTINUE TO BE IN TOUCH WITH OUR COMMUNITY AND BY DOING SO WE CAN TAKE AN ADVANCED ROLE IN AREAS THAT INTEREST MANY OF OUR VILLAGERS. IT MEANS OUR VOICE CARRIES MORE WEIGHT WHEN DEALING WITH COUNTY AND DISTRICT OFFICIALS. I BELIEVE WE ARE A RESPECTED TEAM.

ROADS AND DRAINAGE
WE CONTINUE TO HAVE GOOD RELATIONSHIPS WITH COUNTY AND DISTRICT REPRESENTATIVES.
WE DO TRY TO KEEP ON TOP OF DRAINAGE AND ROAD SURFACE ISSUES WHEN THESE ARE INDENTIFIED AND PASSED ON TO US BY OUR VIGILANT VILLAGERS.

SPEED OF TRAFFIC ON THE FOSSE.
THIS IS AN AREA ALWAYS BEFORE US AND YOU WILL HAVE OBSERVED YOUR COUNCILLORS HAVE CARRIED OUT FURTHER SPEED CHECKS USING AUTHORISED POLICE EQUIPMENT.

THANKS TO THOSE WHO SPEND COLD WINDY DAYS COLLECTING THE STATISTICS.

ADDITIONAL 30MPH SIGNS HAVE BEEN INSTALLED DURING THE YEAR AND SOME MORE WHITE LINING PUT IN PLACE TO IDENTIFY THE FOSSE AS A 30MPH ROAD THROUGH THE VILLAGE.

INVESTIGATIONS ARE CONTINUING A REGARDS THE PROVISION OF FALSE ENTRY GATES TO THE VILLAGE AS IN SHIPSTON AND ALDERMINSTER. MAIN PROBLEM IS VERGE WIDTH WHICH ACCORDING TO ROADS DEPARTMENT ARE TWO NARROW TO ACCOMODATE THEM.
WILL CONTINUE TO PRESS THEM ON THIS SUBJECT.

EXTENSIVE CORRESPONDENCE WAS ENTERED INTO WITH WARWICKSHIRE COUNTY COUNCIL IN CONNECTION WITH HUGELY EXPENSIVE "ARMCO" PROJECT ON THE FOSSE. AS USUAL A VERY STRAIGHT BATTED RESPONSE AS REGARDS COST FROM COUNCIL. WITH NO REAL ADMISSION THAT ANYTHING WAS REALLY AMISS IN THE UNDERTAKING.

PLANNING ISSUES
THERE HAVE BEEN SEVERAL NON CONTENTIOUS PLANNING APPLICATIONS DURING THE YEAR PASSED WITHOUT COMMENT.
HOWEVER THE BOWLING GREEN APPLICATION HAS RAISED IT'S HEAD AGAIN AND THE PARISH COUNCIL WILL CONTINUE IN IT'S EFFORTS TO PERSUADE THE PLANNING INSPECTORATE IN BRISTOL TO SET IT ASIDE.

VILLAGE IMPROVEMENTS/MAINTENANCE
NOTHING REALLY TO REPORT HERE.THIS IS ONGOING.
AS PART OF HIS DUKE OF EDINBURGH'S AWARD PROJECT HAMISH MITCHELL'S SON WILL BE COORDINATING A VILLAGE TIDY UP DURING THE YEAR. GIVE HIM YOUR SUPPORT.

VILLAGE HALL
YOUR COUNCILLORS SUPPORT THE VILLAGE HALL COMMITEE BY TRYING TO ATTEND AND ASSIST IN THE MANY ACTIVITIES PUT ON.

VILLAGE VOICES
AGAIN THE PARISH COUNCIL MADE A DONATION TOWARDS PRINTING AND DISTRIBUTION OF THE MAGAZINE WHICH WAS MOST APPRECIATED BY THE PRODUCTION TEAM.

VILLAGE ARCHIVE.

THIS IS FULLY ACTIVE AND UPDATED REGULARLY WITH VILLAGE INFORMATION. THERE ARE LINKS TO FACEBOOK AND TWITTER.
PUBLIC PARTICIPATION
IT IS IMPORTANT THAT THE PUBLIC SHOULD BE AWARE THAT THEY ARE WELCOME TO ATTEND ANY OF THE PARISH COUNCIL MEETINGS AND THEY CAN USE THE 15 MINUTE SLOT SET ASIDE FOR RESIDENTS TO RAISE ANY ISSUES WITH THE COUNCIL WHICH ARE CONCERNING THEM.

THE PUB.
IT IS GREAT TO HAVE THE PUB IN FULL OPERATION WITH PHIL HERON TRYING HARD TO SUCCEED IN HIS VENTURE. REMEMBER. USE IT OR LOSE IT.

COUNTY AND DISTRICT COUNCILLOR.S

PARISH CLERK
THANKS TO OUR CLERK KAREN WHO COMES OUT ON COLD AND DAMP WINTER NIGHTS AS WELL AS BALMY SUMMER ONES. SHE TRIES VERY HARD TO KEEP US ON THE LEGAL STRAIGHT AND NARROW. THANK YOU KAREN.

WORKING WITH THE COMMUNITY.
THE PARISH COUNCIL TAKES A GREAT DEAL OF PLEASURE IN WORKING WITH THE COMMUNITY AND WELCOMES THE REGULAR PASSING OF INFORMATION BETWEEN ALL PARTIES. LONG MAY THIS CONTINUE. DONT BE SHY IN COMING FORWARD

4) Statement of Accounts of the Parish Council
Karen had produced the end of year accounts for 2018/19, which she summarised; a copy was sent to all Councillors and was available to the public present. The year end balance is 23066 representing a deficit of 1458.
Any questions relating to the finance were answered.
It was noted healthy reserves could facilitate traffic calming projects and the bus shelter is now in place

5) District Councillor's Report
Not present

6) County Councillor's Report
Cllr Izzi Seccombe:
WCC are midway through the term of office before elections.
Finance is challenging due to a reduction in grants.
The aging population has a financial implication.
The increased costs regarding special educational needs were discussed and these contribute to a 4 Million overspend regarding education.
Provision of foster parents creates a challenge.
The Armco installation is a Government initiative and will weather down in time.
Volume and speeding of traffic is a constant issue and solutions are sought.

7) Any other business
Clearing of verges and footpaths was raised as was the ongoing issue of speeding on the Fosse way.
