Minutes of the Annual Parish Council Meeting held at
The Village Hall, Halford on Wednesday the 8th of May 2019
commencing at 6.40 pm
Present: Cllr Nick Gale (in the Chair)
Councillors Paul Abernethy, Mike Lewis, Ian Sloan and Sarah Whalley
Clerk: Karen Parnell
Six members of the public were present
County Councillor Izzi Seccombe and District Councillor Penny Anne O Donnell
Further to being elected on May 2nd - All councillors to complete the acceptance of office and disclosable pecuniary interests forms. This was done and SDC will be notified.

1. To Elect a Chairman for the ensuing Municipal Year.

3. Disclosure of Interests. Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the Code of Conduct that takes effect from May 2018 provides that should they have a prejudicial interest in any matter under discussion they should withdraw from the room and not seek to influence a decision about the matter.

There were no disclosures of interests.

4. Minutes of the Parish Council Meeting held in March 2019
Were agreed by the Council to be an accurate record of the meeting, and were duly signed off by the Chairman as such.

5. Matters arising therefrom and new matters.

Village Maintenance
WCC have been informed of the following:
One of the Bollards in the road outside the Halford Bridge Garage has been knocked over and needs repairing.
We have an obligation to register footpaths in the Village that are the responsibility of WCC Roads to maintain:
The ones in question are Paradise Row, Bell Lane, Path at St Mary's. Halford and also footpath near the Village playground on the Idlicote Road. WCC have been asked to confirm that they have been registered.

Also trees were planted some years along the Fosse Way between the Village and the Ettington roundabout. These are becoming much more substantial as time progresses. WCC have been asked to prune these when necessary.


6. Planning:
Bowling Green Application has raised its head again. Parish Council will forward an updated objection and Villagers will be reminded that they need to write themselves if they want their objection to be lodged.

7. Finance:
The internal audit was conducted on the 13th of April 2019 by Kenneth Dunn.

To complete the Annual Financial Return for the year ending 31st March, 2019:-
a) Councillors to complete the Statement of Assurance;
This was universally agreed by the Council

b) Chairman to sign The Statement of Accounts;
This was done and the RFO countersigned

c) Chairman to sign the Bank Reconciliation as at 31st March, 2019.
Done by both Chairman and RFO with the consent of the Council

To agree that as this parish council has not exceeded either income or expenditure totaling over 25,000 and has met the qualifying criteria they wish to certify themselves exempt from a limited assurance review. Agreed unanimously by the PC

9. Councillors reports.
Penny Anne O Donnell SDC has been involved with many planning applications. Penny also sits on the Evictions Committee and has responsibility and consideration towards homelessness. Overview and Scrutiny and Broadband are within her remit.
This is National Walking Month. The political balance at SDC has changed due to the recent election.

10. Questions from the public:
Traffic and speeding were discussed.
It was noted the village has a Maypole and questioned where it is.
