Council Minutes - July 2019

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from May 2018 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.

3. Approval of minutes of meeting held on the 8th May 2019
Minutes having been circulated were confirmed as an accurate record of the meeting held in May 2019 and were duly signed as such.

4. Democratic 15 minutes
A tree has been removed from the play area as it was rotten and dangerous
Overhanging brambles from trees are obscuring the pavement and Cllr Abernethy will cut these back.
It was suggested the fortnightly quiz night at the pub could move from a Tuesday to a Wednesday.

5. Matters arising and new matters

A) Drainage, highway Issues and village maintenance - Progress Report
It was formally agreed a tree needed to be removed and the PC will pay for this.
WCC will be asked to cut back a number of brambles in the village.

B) Traffic Calming
A survey will be undertaken by WCC at a cost of 500.00 Parish Councillors will be present.

C) To consider a donation to St Mary's Church
Agreed in the sum of 250.00

D) Request for an air quality monitoring/survey be taken on the Fosse in the village
This has been requested but was deemed not to be viable.

8. District Councillor's Report- Cllr O'Donnell
The Cabinet will meet on Monday when a drive to support the most vulnerable will be discussed. Affordable housing will be looked into, notably with smaller developments. Separate funds will become available to facilitate this.
Homelessness and the 'Link' project are being addressed with two sessions a week available and showering facilities established. A multi-agency approach is being undertaken.
The UBUS has secured funding from WCC.
Reserved site allocation plans are being looked at and consultation will take place. Two sites potentially affect Halford: North of Idlicote Road and East of the Fosse Way.
Neighbourhood planning was discussed.

County Councillor's Report- Cllr Seccombe
A motion declaring a climate change emergency will go before WCC.
Solar panels and cycle routes will be promoted as will electric vehicles.
Fostering is in place for circa 700 children and WCC are looking to invest in a small number of children's homes with SEN needs catered for.
