Minutes

Meeting held on 4th September 2019 at Lomas Barn, Halford at 7.30 p.m.
Meeting closed 8.10 p.m.

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from May 2018 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.

3. Approval of minutes of meeting held on the 10th of July 2019
Minutes having been circulated were confirmed as an accurate record of the meeting held in July 2019 and were duly signed by the Chairman.

4. Democratic 15 minutes
Weekly music from events at the pub was considered to be excessively loud.
While it was noted the pub holds a licence for this, it was felt the PC should liaise with the pub management to find to solution to benefit residents.

5. Matters arising and new matters

A) Traffic Issues
Road Survey:
An invoice has been received from WCC for the road survey.
This will now be completed and members of the PC will accompany surveyors.

B) Drainage, highway Issues and village maintenance - Progress Report
A bramble has been removed.
The overgrown footpath between Far Cottages on Idlicote Road needs attention.
A bollard outside the garage needs replacing.
WCC village maintenance will be chased.
It was questioned if the PC could lend support to benefit the pub car park resurfacing.

C) To finalise defibrillator monies
The operation was very successful and residual funds of 750.00 will be donated to Ettington First Responders.

6. Planning:
Bowling Green Planning Application:
This application was turned down by the Planning Inspectorate, the refusal being based largely on tree preservation. The PC may consider looking into administering Tree Preservation Orders in this location.
This area is a Reserve Site for Halford and the relevance of establishing Reserve Sites was discussed at length.
