1. Apologies

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from 2018 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.

3. Approval of minutes of meeting held on the 6th November 2019
Minutes having been circulated were confirmed as an accurate record of the meeting held in November 2019 and were duly signed by the Chairman.

4. Democratic 15 minutes
Idlicote Road residents cited a number of concerns including speeding, the condition of the road, flooding and potholes. Drainage is an issue in this area, which causes pooling of water. The residents are liaising with WCC and forestry but no solution has been offered. Hedging in the area is the responsibility of both Highways and the landowner. Provision of a Lay By in the area was considered. Size and usage of farm vehicles is a cause for concern. More frequent cleaning of gulleys by WCC may help in part.
Cllr Seccombe will liaise with Highways regarding options and Cllr Gale will write to the landowner regarding usage of vehicles. Both will endeavour to facilitate a site visit with WCC, the landowner and residents to seek a solution.

5. Matters arising and new matters
A) Traffic issues
No report - Item deferred to March PC agenda
Cllr Whalley will be asked for progress.

B) Village Maintenance
Works to the coppice hedges will be progress chased with WCC.

8. Green Bin Consultation
The lack of consultation and method for opting out of this service were discussed at length. It was felt communication and means of administering this service or opting out of it are unclear and lacking.
