Minutes

Meeting held on 7th January 2021 by Zoom at 6.00 pm

No members of the public were present

Co-option of a councillor on to Halford Parish Council
Ruth Noon was co-opted on to the parish council. Ruth completed and forwarded the DPI Financial Interests Form and SDC will be notified of the appointment.

2. Declaration of Interests Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the code of conduct that took effect from 2018 provides that should they have a prejudicial interest in any matter under discussion, they should withdraw from the room and not seek to influence a decision about the matter.

3. Approval of minutes of meeting held on the 4th November 2020
Minutes having been circulated were confirmed as an accurate record of the meeting held in November 2020 and were duly signed by the Chairman.

5. Matters arising and new matters
A) Traffic issues
Item deferred to March PC Meeting.
WCC meeting report required.
It was noted cleaning of bollards has taken place.
Quieter road surfacing is now in place.
Village gateways and the use of cameras were discussed. Cameras are not a viable option as this would be very difficult and expensive to implement successfully.

B) Village Maintenance
Works to clean the bridge will be progressed with SDC.
Various overgrown footpaths and areas were highlighted.
The maintenance contract will be looked into and Cllr Abernethy will come up with a schedule for the PC to agree on required works.

C) Village Hall Wi Fi
This is now in place. No update on the use of the village hall as a vaccination centre.

6. Planning
Application(s) reference: 20/03269/LBC
Proposed : To Remove. Damaged(by mortar bees), worn away and inappropriate (cement only) pointing between Lias stone on the 4 main elevations of the house.. The wear is significant both from the bees and ageing especially at ground and roof line levels. Where the existing pointing is in good condition this will not be changed. (estimated between 20 and 50 % depending on elevation).
To repoint. Using traditional methods and natural hydraulic lime 2, carried out by suitably qualified craftsmen, using hand tools only. No power tools.
The existing off-white good condition pointing will be matched.

To note the former bowling green application went before the SDC Planning Committee and planning permission was granted despite objections from the PC and ward member as well as over thirty other objections.
