Minutes of the Annual Parish Council Meeting held by Zoom on
Wednesday the 5th of May 2021 commencing at 6.10 pm
Present: Cllr Nick Gale (in the Chair)
Councillors Paul Abernethy, Graham Black, Ruth Noon and Sarah Whalley
Clerk: Karen Parnell - No members of the public were present
Apologies:
County Councillor Izzi Seccombe and District Councillor Penny Anne O Donnell
Co-option of a councillor on to Halford Parish Council:
Cllr Graham Black was co-opted on to the council. SDC will be notified of the appointment and Cllr Black will return the DPI Interests form to the monitoring officer.
1. To Elect a Chairman for the ensuing Municipal Year.

2. To Elect a Vice-Chairman for the ensuing Municipal Year.
Nick Gale Proposed Sarah Whalley Seconded - Position accepted by Paul Abernethy
3. Disclosure of Interests. Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the Code of Conduct that takes effect from May 2018 provides that should they have a prejudicial interest in any matter under discussion they should withdraw from the room and not seek to influence a decision about the matter.
There were no disclosures of interests.
4. Minutes of the Parish Council Meeting held in March 2021
Were agreed by the Council to be an accurate record of the meeting, and were duly signed off by the Chairman as such.
5. Matters arising therefrom and new matters.
? To adopt the new National Code of Conduct
The council unanimously agreed to adopt the new code from this meeting onwards.
Village Maintenance
The play area and hedging have been tended to by Garden Aide.
Overhanging trees were an issue but that has now been addressed by a resident.
The footpath has now been cleared.
Pavement sweeping with Halford is a consideration and a volunteer will be sought via a poster in the garage to tidy the village and make it prettier. Additional plants may be bought and further advice on which plants will be sought. A PC budget is available for these works.

Proposed : Replace modern glazed screen with siding folding doors, repair and repointing to stonework at ground level, repointing to gable end, new external cast iron extract vent cowl, repointing to top of brick chimney, open up fireplace in bedroom and new cowl to open flue. New access gates.

7. Finance:
The internal audit was conducted on the 13th of April 2021 by Kenneth Dunn.
To complete the Annual Financial Return for the year ending 31st March, 2021:-
a) Councillors to complete the Statement of Assurance;
This was universally agreed by the Council
b) Chairman to sign The Statement of Accounts;
This was done and the RFO countersigned
c) Chairman to sign the Bank Reconciliation as at 31st March, 2021.
Done by both Chairman and RFO with the consent of the Council
To agree that as this parish council has not exceeded either income or expenditure totaling over £ 25,000 and has met the qualifying criteria they wish to certify themselves exempt from a limited assurance review. Agreed unanimously by the PC
